Risks & Opportunities
The Project Management Plan (PMP) has identified a number of key project risks as identified
below. These are regularly updated in the PMP and the Corporate Risk Register as the project
develops and its risk profile changes. A summary of current key risks is presented below:
Finance risks that have been identified include:
Capital Budget: the final costs for delivering the playground have yet to be determined
through market testing, and there is a risk these will exceed the budget requiring a scope
review. It is intended to allow the preferred contractor input into the final design development
to maximise cost efficiencies and foster innovation with a view to mitigating these risks and
delivering the project within the $4.85m budget.
Operational Budgets: the estimates noted above will require an additional source of funding
from Council as part of future budget processes.
Variation risks during design and construction. There will be a need to consider procurement
methods for the various project phases, the form of contracting to be used and the
appropriate selection of contingency amounts in order to minimise Council’s risk exposure to
potential cost overruns. The procurement plan is designed to mitigate this risk as much as
possible. Further detail on this strategy is discussed in a spate
Flooding. The playground is sited in a location prone to flooding. The design of the
playground will take this into account with flood-resilient infrastructure a required outcome,
along with a flood study by a specialist consultant on the impact of the site development on
local flooding generally. This study is currently underway.
Time risks that have been identified include:
Decision-making on project-related change. The project will need to consider change
management on the project and ensure timely decision-making is undertaken in order to not
delay the delivery schedule.
Schedule for delivery. The schedule to deliver the project requires a large number of tasks
and activities to be simultaneously undertaken in order to successfully deliver the playground
in the 2019/20 FY. Prioritisation of critical items that directly impact on the developed project
schedule will be continually implemented and updated as required.
