GENERAL COMMITTEE MEETING AGENDA 12 AUGUST 2019
Safety Risks that have been identified include;
Risk-based play. The vision for the playground to date has included ongoing discussions
around the levels of risk-based play elements that should be incorporated, and how Council
can best engage with this when considering options for the design. The project design and
delivery team continue to review these on an ongoing basis, cognizant of the risk appetite
from Council on this, and the need for further consideration. A specialist risk consultant is
included as part of the consulting design team.
Risks to pedestrians and local traffic. The impact of the number of users of the playground
on the local streets and pathways in Cooroy town has been anticipated as potentially causing
problems with excessive carparking at the Library, unsafe pedestrian crossings along Maple
Street particularly adjacent to the Library, and unsafe ad-hoc carparking near the Cooroy
Creek bridge. Costed design solutions for mitigating these risks have been prepared to
minimise these risks.
Stakeholder risks that have identified include:
Playground does not meet community expectations. The External Reference Group will assist
in ensuring an ongoing dialogue with the community on what the playground design and
outcomes/benefits will be. In addition, a comprehensive Community Engagement Plan has
been developed.
Lack of stakeholder engagement. Whilst initial stakeholder engagement has already been
commenced by project staff, the establishment of the External Reference Group has assisted
with this process and ensures that key identified parties have been consulted, or will continue
to be consulted with, throughout the course of the project. The dedicated communication
resource will continue to work with Council on ensuring effective consultation occurs.
Contaminated Land. The industrial history of the site has resulted in concerns about possible
contaminated land issues. Ongoing investigations have been undertaken since 2018 and to
date, no significant issues with contaminants to the soil or groundwater at the location have
been detected. Some additional, follow-up testing is currently underway and is expected to
be finalised in the next two months.
