EXECUTIVE SUMMARY
Not applicable.
RECOMMENDATION
That Council note the report by the Project Officer to the General Committee Meeting dated 12
August 2019 and authorise staff to call for Expressions of Interest for the Design and
Construction of the Orealla Crescent Bridge, Sunrise Beach.
REPORT
The purpose of this report is to discuss using an Expression of Interest (EOI) process for the
procurement and delivery of the Orealla Crescent Bridge project.
There are a number of factors influencing the development of an overall procurement strategy for
delivering the project that appears best-served by utilising an EOI process. These are as follows:
1. Design Process Outcomes
The Orealla Crescent Bridge project will ensure the structural integrity and subsequent
serviceability of the bridge for decades to come. Bridges by their nature have specific design
requirements and construction issues that require consideration and planning during the design
to ensure the best possible site outcomes.
During the project planning phase in 2017-2018, research was undertaken into emerging
technology remediation options which focused on the application of a Cathodic Protection (CP)
solution. Unfortunately emergent risks related to the CP solution were not identified by
consultants or project staff at this time. These centred on solution appropriateness, market
expertise, project cost control, design feasibility, and likely traffic and pedestrian impacts on the
surrounding area.
Consequently, Council staff have now investigated the appropriateness of alternative delivery
models including full replacement of the bridge.
