2.2 Offset Restoration Plan (ORP)
2.2.1 Offset Legislation
Offsets require certain outcomes to be achieved through the delivery of a plan to reduce
and/or negate impacts to MSES. This offset was developed under the NR&M Interim
Policy for Vegetation Management Offsets 3 October 2005. This legislation has been
superseded by the QLD Environmental Offsets Act 2014.
Part of criteria for landfill clearing was development of a vegetation Offset Restoration Plan
(ORP). The NC document Remnant Vegetation Restoration Plan, Lake Macdonald
Catchment was approved by Queensland Government Department of Natural Resources,
Mines and Energy (NRME) on 19/01/2006 and details the processes and management
council will enact to restore a minimum of 24ha of vegetation due to be finalised by 2026.
The approved Vegetation Offset Restoration Plan for Lake Macdonald is shown in
(Appendix A) (NC, 2006).
2.2.2 Requirements of ORP
The aim of the ORP was to achieve remnant status of a minimum of 24ha of vegetation
within the OA’s in terms of canopy height and cover, and species composition by June
2026. This included 19 ha of Endangered listed Regional Ecosystems (RE) 12.3.1 and 5
ha of Of Concern RE 12.3.2. NC has also aimed to restore up to 11.1ha of additional;
Least Concern RE 12.3.11. The required vegetation communities are summarised in
Table 1.
At the establishment of the offset site in 2006, the OA’s were not mapped under Vegetation
Management mapping. According to the ORP, the sites comprised mainly non-remnant
and regrowth vegetation dominated by previously cleared open grassland and regrowth
riparian vegetation (Cleared grassland, pine plantations and regrowth areas used for
grazing) – all with recruitment of native species and invasive weeds.
