RESILIENCE - BUSHFIRE
9.1 ASSESSMENT BENCHMARK 3
Assessment Benchmark 3 states that development avoids natural hazard areas, or where it is not possible
to avoid the natural hazard area, development mitigates the risks to people and property to an acceptable
or tolerable level. The SPP Bushfire Hazard mapping and the Local Hazard Map presented as Figure 3
depicts the entire site within a bushfire hazard area, therefore it is not possible to avoid the hazard.
Implementation of the bushfire impact reduction measures detailed in Section 5 and enactment of the
evacuation plan detailed in Section 6 above are considered to reduce the overall risk to the development
to an acceptable level in compliance with Assessment Benchmark 3 of the SPP Bushfire.
9.2 ASSESSMENT BENCHMARK 4
Assessment Benchmark 4 seeks that development supports, and does not hinder, disaster management
response or recovery capacity or capabilities. Bushfire mitigation measures have been recommended in
Section 5 above in compliance with Assessment Benchmark 4 of the SPP Bushfire.
9.3 ASSESSMENT BENCHMARK 5
Assessment Benchmark 5 seeks that development directly, indirectly and cumulatively avoids an increase
in the severity of the natural hazard and the potential for damage on the site or to other properties.
Landscape provisions have been detailed within Section 5.4 above in compliance with Assessment
Benchmark 5 of the SPP Bushfire. The development is not considered likely to result in an increase in the
severity of bushfire hazard in the locality.
9.4 ASSESSMENT BENCHMARK 6
Assessment Benchmark 6 seeks that risks to public safety and the environment from the location of
hazardous materials and the release of these materials as a result of a natural hazard are avoided. The
development does not involve the storage or manufacture of materials that are hazardous in the context
of bushfire hazard within a bushfire prone area in compliance with Assessment Benchmark 6 of the SPP
Bushfire.
9.5 ASSESSMENT BENCHMARK 7
Assessment Benchmark 7 seeks that the natural processes and the protective function of landforms and
vegetation that can mitigate risks associated with the natural hazard are maintained or enhanced.
Landscape provisions have been detailed within Section 5.4 above in compliance with Assessment
Benchmark 7 of the SPP Bushfire.
