Final Town Planning Report - 47 Goodchap Street
▪ Deep planting is provided along property boundaries to provide shading of hardstand parking areas and
buffering of street frontages;
▪ Emphasis of landscaping along adjoining property boundaries to provide appropriate interface with
neighbouring uses and improve outcomes to amenity;
▪ Existing cars to be retained where possible and incorporated into landscape plan; and
▪ Proposed tree and plant species to comply with Australian Standards and not require substantial
irrigation or maintenance.
Refer to Landscape Concept Plan in Appendix D for further detail.
3.3.4. Traffic
A Traffic Engineering Report by TTM has been prepared to investigate the transport aspects of the proposed
development, with regards to parking supply, internal manoeuvring, access configurations, service vehicles
and operations and active transport options. A summary of the reports findings is a follows:
▪ The proposed driveway is suitable for use by all vehicle types from staff and visitors, service vehicle use
and emergency service vehicles. Access arrangements are considered suitable overall;
▪ The proposed 42 parking spaces comfortably satisfies Council’s requirements for both staff and patients.
Passenger drop-off is provided, whilst the proposed motorcycle parking exceeds the common demand
figure of 2%.
▪ All parking is provided at-grade, with the characteristics of the parking area compliant with the relevant
standards;
▪ The proposal caters for the anticipated types and sizes of service vehicles intended for the use, with all
service vehicles able to ingress to and egress from the site in a forward motion. Servicing arrangements
are considered appropriate for the development;
▪ Pedestrian connectivity is considered appropriate for the needs of the development, with the onsite
parking for 6 bicycles considered sufficient. Active transport facilities are considered appropriate for the
overall development; and
▪ Estimated traffic generation during peak hour is calculated to 50vph, which is anticipated to have very
minimal impact to the surrounding road network and requires no mitigation.
Further details regarding traffic engineering can be found in the subsequent report in Appendix E.
3.3.5. Bushfire
A Bushfire Hazard Assessment and Management Plan prepared by Green Tape Solutions accompanies the
application, providing a site-specific assessment of bushfire hazard and a plan for bushfire risk management.
A summary of the assessment findings are provided below:
▪ Vegetation to the southeast of the site has a “medium” potential bushfire hazard, with only one
vegetation community classed as hazardous more than 40m away from the site;
▪ BAL 12.5 construction requirements are provided for future development. Further bushfire management
and mitigation measures are outlined as part of the report;
▪ Safe and efficient access an egress is provided from the design via an internal road. Efficient access for
emergency services vehicles and egress for evacuation is provided; and
▪ The proposal complies with the SPP 2017 and the Noosa Planning Scheme.
