5.         ASSESSMENT BENCHMARK – LOCAL PLANNING
           INSTRUMENT
5.1.       NOOSA PLAN 2020
The Noosa Plan 2020 (Planning Scheme) is the local planning instrument that is used to assess the
proposed development. The following sections of this report provide an assessment of the proposed
development against the assessment benchmarks under the Planning Scheme.

5.2.       DEFINITION
The primary uses of the proposed development is identified in the Planning Scheme as a Hospital and
Health Care Service. The Planning Scheme identifies each use as follows:
▪    Hospital – the use of premises for
    (a) the medical or surgical care or treatment of patients, whether or not the care or treatment requires
        overnight accommodation; or
    (b) the medical or surgical care or treatment of patients, whether or not the care or treatment requires
        overnight accommodation; or
    (c) providing accommodation for employees, or any other use, if the use is ancillary to the use in
        paragraph (a) or (b).
▪    Health Care Service – the use of premises for medical purposes, paramedical purposes, alternative
     health therapies or general health care, if overnight is not provided on the premises.
Neither of the proposed uses are noted to fall within any defined activity groups, as there are none for the
Planning Scheme as a whole.

5.3.       STRATEGIC FRAMEWORK
The purpose of the Strategic Framework is to present the policy direction for the planning scheme, and forms
the basis for ensuring appropriate development occurs within the planning scheme area for the life of the
planning scheme.
The Strategic Framework of the planning scheme provides its purpose and intent through a number of
themes. These strategic intent themes provide the overarching principles that define the intent for Noosa
Shire as a whole, and are as detailed below:

outcomes for development, and are outlined below:
