Although each overarching principle and strategic outcome has its own section, the strategic framework in its
entirety represents the policy intent for the Planning Scheme. The proposed development will facilitate an
outcome consistent with the strategic framework in its entirety. However, an assessment of the proposed
development against the strategic outcomes of the framework considered most relevant are provided in the
following sections of this report.

5.4.       ZONING
Under the Planning Scheme, the development site is in the Low Density Residential zone, as shown in
Figure 5 below.

The purpose of the zone is for the provision of a variety of low density dwelling types (typically dwelling
houses), and community uses, small-scale services, facilities and infrastructure that supports local residents.
It is noted that the proposed development supports not only the residents, but the whole of Noosa, through
its expansion of essential services and facilities associated with the Noosa Hospital.

5.5.       LOCAL PLAN
The site is located within the Tewantin Local Plan, which is provided with its own code. The purpose of the
Tewantin Local Plan code is:
     “…to provide locally relevant planning provisions for the assessment of development within the
     Tewantin Local Plan area.”
It is noted under the local plan that development within the Low Density Residential zone predominately
accommodates detached housing and home-based businesses, with development for community purposes
to meet the health needs of the local community to be located and managed in the Community Facilities
zone. However, the location of the proposal adjoining an essential community service provides a unique
