PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 13 OCTOBER 2015
Air-conditioning and Refrigeration:
7am to 10pm: Maximum level allowable = background + 5dB(A)
10pm to 7am: Maximum level allowable = background + 3dB(A)
Pumps:
7am to 7pm: Maximum level allowable = background + 5dB(A)
7pm to 10pm: Maximum level allowable = background + 3dB(A)
10pm to 7am: No audible noise.
Assessment and certification is required immediately after installation of the
equipment and prior to any occupation of the building. All equipment should be
operating at the same time to test the overall noise level created, with the
measurement location at either the residential boundary or outside the most
exposed part of an affected building - whichever is the closest to the
plant/equipment.
The certification must be submitted to Council, which certifies that operational
noise from any fixed plant and equipment complies with the requirements of this
Decision Notice.
B. Find the following are sufficient grounds to justify the decision despite the conflict with
the Planning Scheme:
1. The multiple dwelling use is existing on the site.
2. The development will provide centrally located small dwelling units with access
to Tewantin’s facilities and services.
3. The development’s small dwelling units will increase residential housing options
in the locality and are likely to be relatively affordable.
4. There is no identified need for further community or infrastructure facilities within
Tewantin and the development will not unduly constrain land available for
commercial uses consistent with the site’s zoning provisions.
5. The development is consistent with the developed character of the area and will
not negatively impact on visual or residential amenity.
REPORT
1. PROPOSAL
The application seeks development approval for a Material Change of Use for Multiple
Housing – Type 4 Conventional for 16 residential units. The units are proposed within a 2-
storey building comprising 15 x 2 bedroom units and 1 x 1 bedroom unit arranged over two
habitable levels above a basement carpark. The gross floor area of the 2 bedroom units
range in size between 72 – 78m2 and the 1 bedroom unit is 64m2, with all units constituting
“small dwelling units” under The Noosa Plan (being less than 90m2).
The basement carpark houses 21 cars, bicycle parking, plant rooms, residents’ storage, a lift
and refuse area. 4 uncovered visitor carparks are provided at grade, external to the building.
Each of the 2 habitable building levels contain 8 units and each unit has a small east or west
facing balcony of a minimum 2.2 metre depth.
The building construction is primarily a mix of concrete, masonry block and FC sheeting.
Character elements are provided by the mix of external elements and use of timber
battening, glazed balustrading, window hoods, louvres and deep eaves to the simple skillion
roof form.
