PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 13 OCTOBER 2015
The building bulk and appearance is otherwise largely compliant, having a site cover of only
33%, providing substantial landscaped areas and allowing the retention of a number of
mature trees on the site. As such, the density and gross floor area aspects are not
considered to result in development out of character with the Community Services zone.
Landscaping
The Landscaping Code applies a pro-rata requirement of 30m2 landscaping per person of
proposed population density and thereby requiring 45% landscaping for the site. The
development provides less at 36%, with the area of at-grade vehicle manoeuvring area
limiting the landscaping somewhat. However, the proposal significantly exceeds the 15%
minimum sought for the Community Services zone and submitted preliminary landscaping
plans indicate a good outcome including trees to partially screen the building elevations and
the predominance of soft-scaping.
Roof Pitch
The locality code identifies a minimum 5 degree roof pitch as a probable solution to achieve
simple roof forms avoiding box profiles, flat roof with parapets, and the like. The proposal
has a lesser pitch (2 degrees), but provides a single skillion form across a 25m roof width
resulting in a legible fall of 0.5m as well as including deep eave overhangs to the full roof
perimeter. In the context of the surrounding development (including the large petrol station
canopy on the corner of Doonella St and Memorial Avenue, the Tewantin Plaza and the
Cooloola Centre), the relatively large roof line avoids the appearance of a box profile and is
considered acceptable.
Public Thoroughfare
A key outcome of the Tewantin Locality code seeks connectivity between buildings and
public spaces is retained and enhanced. In this regard, Council’s Operational Works
Engineer recommends a 3m wide public thoroughfare easement be created at the rear of the
site for a new public right of way between the Sidoni Lane and Doonella Street carparks. The
dedication as an access easement is favoured rather than ‘road reserve’, as the access will
only be for pedestrian thoroughfare at this stage.
It is considered the area at the rear of the ‘Tewantin Newsagency’ site and the adjoining
units (107 & 109 Poinciana Avenue) is a more appropriate alignment for the extension of the
road as it is unencumbered by existing infrastructure (electricity transmission box) and
should be undertaken when the opportunity arises.
Land Use, Works & Overlay Provisions
The following codes which regulate land use, design and works are most applicable to this
application:
Residential Uses Code
Engineering Works Codes
Landscaping Code
Waste Management Code
The application has been assessed against each of the above applicable codes and
complies, or can be conditioned to comply, with each. Conditions are also recommended to
address the following matters:
Right turn restrictions for vehicles exiting the site to avoid traffic conflicts on Doonella
Street.
Retention of existing mature trees toward the eastern open space portion of the site.
Retention of mature Poinciana street trees within the road reserve.
Various waste, stormwater, clothes drying, communal facilities and building
appearance aspects.
