SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 6 DECEMBER 2016
The tenders were evaluated using the following criteria:
• Capability and resourcing
• Contract experience and capacity
• Methodology
• Quality
• Health and safety
• Environment and sustainability
• Contribution to local economy
• Price
The evaluation methodology considered non-price elements (70% of the score) and a price
component (30% of the score). Given the high usage rates and high public profile of the library
facilities, non-price quality aspects were key components in the evaluation.
3. Submissions
There were considerable variances to the quality of submissions with many tender submissions
failing to address key response areas or providing only limited information.
The tenders were evaluated using the Evaluation Matrix at Attachment 1 with Ecovist Pty Ltd
scoring the highest and demonstrating a strong ability to deliver all requirements of the contract.
While other suppliers submitted tenders with lower price elements, Ecovist demonstrated
significantly higher capability in all of the non-price elements. Several of the lower priced tenders
were reliant upon the use of sub-contractors for primary contract elements which is not the
library’s preferred model as it has not yielded quality service in past experience.
Ecovist is a Noosa owned and operated company with a focus on environmentally sustainable
cleaning services and hiring local staff. They provide the current cleaning services for the library
facilities and have an outstanding track record with Council and other clients.

Finance & Risk
Cleaning of Noosa Library Service facilities is an ongoing business need and a core component
in the library’s annual budget. There is an existing allocation of $142,897 for this expense in the
2016/17 budget. The contract value for the recommended tender at $134,845 per year
represents a 5.6% saving on the existing annual cleaning contract value with further opportunities
for savings if additional periodical works are not required.
Consultation
