EXECUTIVE SUMMARY
Not applicable.
RECOMMENDATION
That Council note the report by the Chief Executive Officer to the Services & Organisation
Committee Meeting dated 6 December 2016 and adopt the Draft Corporate Plan 2016 to 2036
for the purpose of public consultation.
REPORT
This report provides Council with a draft Corporate Plan for consideration prior to community
consultation being undertaken.
1. Legislative Requirements
Up until 2011, Councils were required to have both a Community Plan and a Corporate Plan.
Effectively, a Community Plan was designed to be a vision/series of strategies focused on the
community rather than the Council as an organisation. The Council would then have a Corporate
Plan which outlined how it would assist the community in achieving the vision/strategy. Following
a change of State Government, the requirement for a Community Plan was removed.
This means that the corporate hierarchy for local government’s corporate planning framework is
now as set out below:
Corporate
• What do we want to achieve in the long term?
Plan
Operational
• How do we work towards achieving our long term goals?
Plan
• How do we pay for this?
