SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 6 DECEMBER 2016
The relevant requirements of the Local Government Regulation 2012 are as follows:
165 Preparation of 5-year corporate plan
(1) A local government must prepare a 5-year corporate plan for each period of 5
financial years.
(2) A local government must adopt its 5-year corporate plan in sufficient time to allow a
budget and annual operational plan, consistent with the corporate plan, to be adopted
for the first financial year that is covered by the plan.
(3) A local government may, by resolution, amend its 5-year corporate plan at any time.
(4) A local government must discharge its responsibilities in a way that is consistent with
its 5-year corporate plan.
Council’s first Corporate Plan was developed in 2014. It was designed for the start-up phase of
our Council and served us well for that period. With a new Council, it is timely to develop a new
Corporate Plan.
Over the last few months, Councillors and senior staff have been undertaking a series of
facilitated workshops looking at the development of a new Corporate Plan. This has been an
excellent process with our new Council working together to discuss their long term aspirations
and direction. Key elements of the draft Corporate Plan are:
• Taking a longer term horizon than usual – looking out 20 years with a 5 year horizon built
into the document.
• Proposing a vision that reflects our distinctive Noosa approach - “Noosa Shire – different by
nature”.
• Clearly defining the purpose of our Council as an organisation – “Working with our
community to shape Noosa Shire’s future”.
• Including the work undertaken by our staff to define what is important to them and how they
think we should operate as an organisation (see page 6 of the draft plan).
• Identifying key focus areas under 5 themes that we need to address in the short term.
• Identifying the 20 year goals and aspirations for each of those 5 themes.
The proposed 5 themes in the draft Corporate Plan are:
The Noosa The Noosa The Noosa
Environment Community Economy
Long term Excellence as
Planning a Council
