SPECIAL MEETING AGENDA 28 OCTOBER 2019

Council officers maintain these aspects of the pedestrian network to be included in a
thoroughfare easement and to occur at this stage of the development when the lot layout is being
considered.
Furthermore the applicant has been requested to identify pedestrian linkages from proposed new
location of the transit facility to the lot which contains the shopping centre. The applicant has not
adequately demonstrated how this would be achieved.
Transit Facility
Specific outcome O104(f) also seeks the construction of an inter-regional transit facility (public
transport node), this is further reinforced through Specific Outcome O154 which identifies that the
inter-regional transit facility be located at the northern section of Precinct E6. This was addressed
with the applicant who has provided concept plans for a transit facility with an area of
approximately 4,800m2 located in an alternate located at the northern section of Precinct E1. It is
recognised that the proposed alternate location is suitable as it located centrally within the site
and therefore enables accessibility to and from the shopping centre and future development
within the site. The proposed location of the transit facility results in the loss of approximately
1,000m2 of an existing environmental covenant area. Although the alternate location for the
transit centre may be appropriate, the proposed plans have been reviewed by Council’s external
traffic consultant who has raised concern that access to the potential transit area has not been
satisfactorily demonstrated. As it is currently proposed, access would occur directly off the
roundabout. Council’s external consultant is not satisfied with the proposed geometry at the
roundabout for both access and egress. Furthermore, it was requested that a separate lot be
provided for the transit facility, however the applicant has not amended the layout to
accommodate this. As such, the proposal does not provide for a suitable unencumbered area for
the transit facility. The proposed alternate location currently sits across an existing covenant
area. Adequate provision for the transit centre would result in an amended lot layout to address
the geometry at the roundabout and change to the covenant area. The following figure details the
proposed transit facility layout.
