EXECUTIVE SUMMARY
Not applicable.

RECOMMENDATION
That Council note the report by the Director Corporate Services to the Special Meeting dated 28
October 2019 and approve the new Corporate Services Department structure provided in
Attachment 2 to the report.

REPORT
Since de-amalgamation, the Procurement and Fleet functions have operated under a single
Council branch. This structure was adopted as the current Manager had the necessary skills and
experience across both disciplines to allow the management of the two separate functions under
the one branch, which has proved to be highly successful. The current branch structure is
provided in the figure below.

The Manager’s impending resignation (in December 2019) has triggered a rapid workforce
planning exercise to consider the most appropriate structure for these functions moving forward,
acknowledging the unique nature of the skill-set of the incumbent. This has included identifying
that Council’s Fleet operation represents a significant investment (annual operating expenditure
$2.7m, annual capital expenditure $1-2m) and its ongoing strategy and development plays a key
role in delivering effective and efficient services to the organisation and ultimately the community
through Council service delivery.
