SPECIAL MEETING AGENDA 28 OCTOBER 2019
Additionally, the continued development of Council’s Procurement function is critical in
maintaining ongoing compliance, probity, transparency and value for money across Council’s
procurement of goods and services.
As such, the People and Culture branch were engaged to undertake a rapid workforce planning
exercise for Procurement and Fleet that resulted in the development of a number of structural
options (including opportunities and risks) which were presented to the Executive Team for
discussion. The three options considered included:
1. Separation of Procurement and Fleet into two distinct branches with separate managers.
2. Maintaining the current branch current structure with the addition of a specialist Fleet Co-
ordinator position.
3. Maintaining the current branch current structure.
All three options also included an additional Procurement Officer resource which has been
previously endorsed by the Executive Team to address workload pressures within the
Procurement team.
The recommended structural option moving forward was Option 1 – the separation of the
Procurement and Fleet branch into two distinct branches with separate managers as per the
figure below.
The opportunities regarding this new structure include:
Provides two distinct branches under Corporate Services with appropriate resourcing to
deliver both operational and strategic outcomes.
Provides a dedicated management resource for both branches to focus on the strategic
development and delivery of respective Fleet and Procurement functions across Council.
Provides a dedicated management resource for both branches to focus on internal
engagement and stakeholder management in the delivery of services.
Enables the Director to shape strategy individually for each branch and assign responsibility
of an achievable workload and deliverables to each manager i.e. increased accountability.
Provides a clear chain of responsibility and structure for the organisation including clarity for
Fleet and Procurement staff and internal and external customers.
