SPECIAL MEETING AGENDA 28 OCTOBER 2019

 Provides both branches increased opportunity to focus on key strategic initiatives i.e. electric
vehicles, GPS, fleet performance reporting, cooperative procurement contracts/
arrangements, local supplier engagement, systems development.
 Will allow the Fleet Manager to be location based at the Noosaville Depot to ensure day to
day support for the fleet branch which will improve branch culture.

Previous Council Consideration
Special Meeting Minutes, 28 June 2019, Item 6, Page 10
That Council note the report by the Chief Executive Officer to the Special Meeting dated 28 June
2019 and adopt the Noosa Council Organisational Structure as set out in Attachment 1 to the
report.

Finance
The proposed structure identifies the need for two additional full time equivalent positions in the
Council structure. The new Procurement Officer role can be funded via the capital budget
through procurement costing their time to capital projects. The additional Fleet Manager salary
incurred during 2019/20 would be absorbed in the fleet operating budget through to June 2020.
Ongoing employee costs for the Fleet Manager position would be incorporated into the fleet
costing and charging model and recovered through hire charges (noting however that the cost
would still likely have some impact on Council’s operating position and decision making as part of
2020/21 budget development).

Risks & Opportunities
A number of risks relating to the resignation of the Procurement & Fleet Manager were identified
as part of the workforce planning exercise, in particular relating to retaining the status quo. These
risks included:
 Inability to recruit a new Manager with the required skills needed across both functions,
requiring the Director to provide additional direct operational and strategic support.
 Strategic deliverables not able to be achieved across both functions.
 Likelihood of increased level of service complaints across both Fleet and Procurement
   functions due to resourcing levels.
 Inability to progress current Fleet/Procurement initiatives in train i.e. cooperative procurement
arrangements, system enhancements, promoting vendor panel opportunities.
