Town Planning Report
Material Change of Use – Outdoor Sport and Recreation (Temporary Use)

      • Landscaping Code
Note: As the proposed development is located within the established Lake Macdonald Park and no new or
additional landscaping is proposed, a detailed response to the Landscaping Code has not been provided. The
proposal relies on the existing landscaped environment of the park.
Assessment is required against the following relevant Overlay Codes:
      • Biodiversity, Waterways and Wetlands Overlay Code
      • Flood Hazard Overlay Code

6.2. Response to Matters Raised in Pre-lodgement Advice
6.2.1. Biodiversity, Waterways and Wetlands
The subject site is wholly located within a mapped riparian buffer; however, the proposed development is limited to
a single lightweight, relocatable 40-foot shipping container situated within an existing cleared and previously
disturbed area. No vegetation clearing, earthworks, or disturbance to riparian soils is proposed.
Given the temporary nature of the use and the small physical footprint of the structure, impacts on riparian and
ecological values are expected to be minimal. The development will be designed and constructed to avoid
disturbance to native vegetation and maintain the environmental function of the riparian buffer. No external
activities, storage, access, or operational practices are proposed between the structure and the lake, with all storage
contained wholly within the container.
Upon completion of the dam improvement works and subsequent removal and decommissioning of the structure,
Seqwater will undertake rehabilitation of the affected area. Rehabilitation will occur following cessation of the
approved use. A condition is anticipated to require restoration of the site to a condition that is equivalent to, or
better than, its pre-existing state, consistent with the surrounding riparian and landscaped environment.
For a detailed assessment, refer to 8.2.2 Assessment of Biodiversity, Waterways and Wetlands Code in Appendix B.

6.2.2. Flood Hazard
Council notes that the proposed storage structure is located within the mapped Flooding and Inundation extent
under the Flood Hazard Overlay. The proposed development is temporary in nature and does not constitute a
habitable building. Accordingly, any residual flood risk associated with the placement of the structure is considered
negligible.
The proposal incorporates a number of measures that sufficiently mitigate flood-related risks and achieve the
performance intent of the Flood Hazard Overlay Code, including:
      • Seqwater’s active management of dam levels, which will result in the Full Supply Level (FSL) being
           significantly reduced for the duration of the dam improvement works, thereby reducing flood exposure;
      • Secure anchoring of the 40-foot shipping container to prevent movement during an unlikely major flood
           event; and
      • A watertight structure, with no chemicals or hazardous materials stored on site, eliminating the risk of
           flood-related contamination.
