Town Planning Report
Material Change of Use – Outdoor Sport and Recreation (Temporary Use)
Given the limited physical footprint, non-habitable use, and temporary nature of the development, the proposal does
not increase and alter the velocity of the sites flood risk to people, property, or to the wider floodplain.
For a detailed assessment, refer to Assessment of 8.2.6 Flood Hazard Overlay Code in Appendix B.
6.2.3. Car parking
The utilisation of car parking within the proposed operational hours has been considered as part of the assessment
of the application.
A desktop car parking assessment, supported by a detailed assessment against the Driveways and Parking Code,
has been provided with the application. This assessment considers the scale, nature, and operational characteristics
of the proposed use, including the proposed operating hours of sunrise to 9:30am and 3:30pm to sunset, seven days
a week.
The assessment confirms that the proposed use is limited in scale, with a maximum of nine (9) participants on site
at any one time and typically no more than four (4) participants present during regular training sessions. As such,
parking demand generated during the proposed operational hours is minimal and can be readily accommodated
within the existing on-site public parking facilities provided within the Lake Macdonald Park.
Given the low occupancy, absence of events, predictable training times, and reliance on existing parking
infrastructure, the submitted material is sufficient to demonstrate that car parking demand during the proposed
operational hours can be comfortably accommodated without adverse impacts on other park users or surrounding
road networks.
Accordingly, the car parking assessment provided forms part of the application and satisfactorily addresses the
intent of the request to assist in determining car park usage during the proposed hours of operation.
See also Assessment of 9.4.1 Driveway and Parking Code in Appendix B.
6.2.4. Hours of Operation
The suitability of the proposed operating hours has been assessed having regard to the scale and intensity of the
development, including having regard to the detailed assessment of amenity and acoustic impacts undertaken
through the code assessment, and the operational controls implemented through the Operational Management Plan.
While acoustic matters have been appropriately considered, a separate specialist acoustic report is not warranted
given the low-impact nature of the activity and the findings of the assessment.
The proposed operating hours being sunrise to 9:30am and 3:30pm to sunset, seven (7) days a week are considered
appropriate and compatible with the surrounding land uses, including complementing the broader recreational
setting for the following reasons:
• Low-scale activity: The development is limited to training only, accommodating a maximum of nine (9)
participants at any one time, with typically fewer present. This significantly limits noise generation, intensity
of use, and on-site activity.
• Daylight-only operation: All activities are confined to daylight hours, with no lighting and no night-time
operations, ensuring that use occurs during periods when passive park use is already established and
expected.
