Town Planning Report
Material Change of Use – Outdoor Sport and Recreation (Temporary Use)

      •    Heavy vehicle movements, or
      •    Service or delivery traffic.
Based on the desktop traffic assessment and detailed assessment against the Driveways and Parking Code:
      •    Vehicle movements associated with the use are minimal;
      •    Existing access arrangements are appropriate and sufficient;
      •    Parking demand is low and can be accommodated within existing facilities;
      • Dedicated bicycle parking is not required given the nature of the activity; and
      • No adverse impacts on traffic safety or efficiency are anticipated.
Accordingly, a traffic study is not warranted, and overall the proposal satisfies the intent and outcomes of the
Driveways and Parking Code by relying on existing infrastructure and maintaining traffic and parking impacts well
within acceptable limits for a low-intensity recreational use.

6.2.6.3.        Acoustic Assessment
An assessment of potential acoustic impacts has been undertaken as part of the detailed assessment against the
applicable Planning Scheme codes. Based on this assessment, the preparation of a separate acoustic report by a
qualified acoustic specialist is not warranted given the scale, nature, and operational characteristics of the proposed
use.
The proposed temporary relocation of the Lake Macdonald Rowing Club is expected to generate negligible noise,
with any noise emitted being comparable to, or less than, the existing ambient noise environment within the park
and botanical garden setting. Noise associated with the activity will be intermittent, low level, and consistent with
sounds reasonably expected within a publicly accessible open space. Furthermore, the proposed use will be limited
to operate during daytime hours so as not to cause nuisance to nearby sensitive receptors.
Accordingly, the detailed code assessment satisfactorily demonstrates compliance with the relevant amenity and
noise outcomes, and no additional specialist acoustic assessment is required to support the application.
No Events or Large Gatherings
The site will be used solely for training purposes. No events, regattas, competitions, or large public gatherings are
proposed. This commitment substantially limits activity intensity and eliminates noise sources typically associated
with event-based operations, such as crowd noise, public address systems, or coordinated large group activities.
Training will occur on an individual basis, resulting in predictable, controlled, and low-level noise emissions that do
not exceed the existing background noise typical of a public park environment.
Training for a Small Number of Single Rowers
The facility will accommodate a maximum of nine (9) participants at any one time, with activities centred on single
rower training rather than team-based or high-volume recreational use. Single sculling activities inherently generate
minimal noise, as they do not involve group communication, amplified instruction, or prolonged on-site
congregation.
As such, the overall acoustic footprint of the use will remain small, passive, and unobtrusive.
