Town Planning Report
Material Change of Use – Outdoor Sport and Recreation (Temporary Use)

The Rowing Queensland – aligned Code of Conduct forms a central component of the OMP and will be prominently
displayed on site to ensure all members are aware of, and comply with, operational and behavioural expectations.
This approach ensures consistent management outcomes without the need for intensive regulatory oversight.
The OMP demonstrates that the activity will be well managed, predictable, and low impact, and that appropriate
measures are in place to respond to any potential issues should they arise. It provides confidence that the use can
operate harmoniously within the Lake Macdonald Park and adjacent sensitive land uses.
Accordingly, the submission of the Operational Management Plan satisfies the relevant code requirements and
confirms that the proposed development can operate in an orderly, responsible, and amenity-sensitive manner for
the duration of the temporary relocation.

6.2.6.2. Traffic Study
The traffic and parking implications of the proposed temporary relocation of the Lake Macdonald Rowing Club have
been considered through a desktop traffic assessment and a detailed assessment against the Driveways and
Parking Code.
The proposed use is limited in scale and low in intensity, with a maximum of nine (9) participants on site at any one
time and typically no more than four (4) participants present during regular training sessions. As a result, vehicle
movements associated with the activity will be infrequent, predictable, and minor in volume, and will not result in
any material change to existing traffic conditions within the Lake Macdonald Park or on the surrounding road
network.
Vehicle Access and Parking Demand
Vehicle access to the site will utilise the existing internal road network servicing the Lake Macdonald Park. No new
driveways or changes to existing access arrangements are proposed.
Parking demand generated by the use is minimal and can be readily accommodated within the existing on-site public
parking areas provided within the park. The limited number of participants directly corresponds to a very low parking
demand, which aligns with the intent of the minimum parking provisions of the Driveways and Parking Code.
Given the passive nature of the activity, the absence of events, and staggered arrival and departure times associated
with individual training sessions, the proposal will not result in parking congestion, unsafe vehicle movements, or
displacement of parking for other park users.
Bicycle Parking
Given the nature of the use and its location within a regional park setting, it is unlikely that users will arrive by bicycle.
The activity is equipment-intensive, requiring the transport of rowing equipment to the adjacent boat ramp, making
bicycle access impractical.
Accordingly, no dedicated bicycle parking spaces are proposed. This outcome is proportionate to the scale and
operational characteristics of the activity and remains consistent with the intent of the Driveways and Parking Code.
Traffic Generation and Network Considerations
Traffic generation associated with the proposal will be negligible and well within the capacity of the existing road
network. The development does not introduce:
      • Peak period traffic demands,
      • Event-based surges,
