2 Refuse Management
This section provides the detailed refuse calculations and describes the arrangements for the collection,
storage, transfer and disposal of refuse within the development. This includes associated bin quantities,
storage capacities, equipment details, collection frequencies and site access details.

The originally proposed refuse management scheme was designed to support the affordability of housing by
reducing the level of building management required as well as aligning with council’s waste operations
team’s preferred service methodology. The refuse strategy outlined below has been amended to address
council’s Further Advice request.

It is noted the amended refuse management strategy through communal bins requires an additional level of
building management oversight to ensure correct use and manage.

2.1. Refuse Calculations
The generation rates used for the calculation of residential refuse produced have been applied based on Noosa
Shire Council’s minimum service level for residential dwellings. The refuse calculations in Table 2.2
demonstrate the minimum service level and bin numbers required for the residential component of the
development.

Given the commercial tenancy size and proposed use, the generation rates used for the calculation of non-
residential refuse produced have been sourced from Sustainability Victoria. The rates applied are based on
takeaway developments or cafes with reheat kitchens only. These rates align with TTM’s expectations of refuse
volumes produced by this tenancy based on experience with comparable developments.

It should be noted that these rates are standardised generation rates and not site specific however, give an
estimation on the potential waste generation. Site specific auditing is recommended to establish actual refuse
generation of this site and enable refinement of waste strategy and refuse equipment utilised.

A residential collection frequency of twice per week has been proposed for general waste and once per week
for combined recycling.

A maximum non-residential collection frequency of 4 days per week is proposed for general waste and
equated to 7 serviced per fortnight and is based on a storage capacity of 2 full days between services. A
collection frequency of 2 days per week or 4 days between servicing is proposed for combined recycling.
