Car Parking
The Driveways and Car Parking Code prescribes the amount of car parking that is required for the
proposed 1, 2 and 3 bedroom dwellings and also includes a note that for small dwellings in a centre
zone the car parking rate is also the maximum. For this development the maximum number of car
spaces required is 102, whereas 134 car spaces are proposed. At the pre-lodgement meeting the
applicant was advised after consultation with strategic planning that additional car parking was
acceptable generally based on a rate of an additional 1 space per 4 dwellings. This equates to an
additional 23 car spaces above the 102 spaces required by the planning scheme. The proposal
provides for 9 additional car spaces above officers recommended amount.
The intent of providing a maximum limit of the number of car parking spaces within the centre zone
is to reduce the reliance of motor vehicles in areas in which access pedestrian connectivity and
access to public transport is provided. The recent reconfiguration approval provides pedestrian
connectivity and land for the purpose of a transit centre whilst existing bus routes circulate through
Noosa Civic. In this regard, alternative forms of transport will be adequately available to future
residents of the subject site and therefore it is reasonable to limit the number of car parking spaces.
The removal of 9 car parking spaces from the basement will also provide the opportunity for deep
planting to extend through openings in the roof of the basement through to the podium level above.
Councils consulting traffic engineer advised that car parking should be provided at the entrance
podium to offset the absence of motorcycle spaces, as the original plans did not include car parking
in this location. Whilst the plans now include visitor car parking in this location it is recommended
that some motorcycle/scooter spaces be provided, to this effect a condition has been included to
provide 4 motorcycle/scooter spaces which equates to the loss/conversion of 1 visitor car parking
space.
Private open space
2 dwelling units on the ground floor of building C do not comply with the required amount of private
open space. All other dwelling units comply. The non-complying units provide 18m2 of private open
space in lieu of the 20m2 required. The variation from the required amount is supported due to the
minor nature of the variation and the considerable extent of open space located to the rear of the
buildings which includes an off leash dog area, lawn areas and outdoor seating.
Landscaping
Landscaping is detailed within Development Summary drawing DA010 as 53.68%. A 6 metre
vegetated screening buffer along the Hofmann Drive frontage is required in accordance with the
