GENERAL COMMITTEE MEETING AGENDA 13 JUNE 2022
reconfiguration approval. The landscaping proposed provides a 6 metre wide vegetation buffer to
the Hofmann Drive frontage, and around the buildings and the boundaries with varying vegetation
types and heights scattered between buildings to reduce hard surfaces. The site has a vegetated
separation of the buildings from the Noosa Civic Shopping Centre by virtue of the 10 metre wide
Environmental Management and Conservation Zone, a vegetated covenant is located adjacent to
the eastern boundary of the development site. The majority of the proposed vegetation is native
species with large feature trees included. It is of note that ‘character trees’ may be exotic species
not endemic to the area for example Jacaranda, Poinciana or Fig Trees. It is recommended that it
be conditioned that any landscaping adjacent to the ECMZ and the covenant area only include
species endemic to the area.
Environmental Management and Conservation Zone
The development site has some sections mapped under the Biodiversity, Waterway and Wetlands
Overlay (Noosa Plan 2020). The reconfiguration approval permits the removal of the vegetation
within the development area. An Operational Works approval which is currently being assessed
for vegetation removal.
The development site has a 10 metre wide Environmental Management and Conservation Zone
(EMCZ) backing onto the Noosa Civic Shopping Centre. The Landscaping Concept (Issue D) plans
outline that some of the vegetation is to be cleared to install a 2-metre-wide x 36-metre-long swale
within the 10 metre wide EMCZ. The proposal also seeks that the building C partially encroach into
this this area by approximately 600mm. The zone has a length of 125 metres, the extent of intrusion
is approximately 7.5% of the total area of the zone. The intrusions will not compromise the zones
capacity to provide a vegetated buffer between Noosa Civic and the subject site. It is recommended
that conditions be included ensuring the ongoing protection of the EMCZ by requiring chain wire
fencing to the perimeter of the EMCZ. A similar fence is also recommended to the common
boundary with the covenant area. These intrusions are detailed in the following image (orange
dotted line identifying the 10-metre width of the zone).
