GENERAL COMMITTEE MEETING AGENDA 13 JUNE 2022
Attachment 1 Noosa Spit Dredging & Beach Nourishment Tender Consideration Plan
6. PROPOSED TERMS OF THE CONTRACT
6.1 The proposed terms of the Contract will be substantially in accordance Council’s Service
and Fixed Term contract.
7. RISK ANALYSIS OF THE MARKET
7.1 Council is aware of the limited availability of the speciality contractors required to complete
dredging works. This was reflected in Council’s recent Tender process for dredging
services, awarded in March 2022, whereby only one (1) tender was received.
Considering above, the Infrastructure Department conducted market research with three
(3) Sunshine Coast based, one (1) North Brisbane based, and one (1) Gold Coast based
dredging contractors. These being:
e Broadwater Dredging Pty Ltd,
e Rimlex Pty Ltd t/a Nabis Dredging,
e Hall Contracting Pty Ltd , and
e Neumann Contractors Pty Ltd,
Email and follow up phone correspondence was made with the four (4) contractors above
to discuss their availability and capability to complete the proposed works. The large
volume of material required to be dredged and placement within the small environmental
window was the key criteria for the discussions. As a result, two (2) of the four (4) contacted
contractors confirmed the ability to complete the proposed works. In addition to the four (4)
contractors listed above, another contractor was identified, and contact made however they
are no longer in business.
A summary of the feedback from the contractors contacted is as follows:
1. One (1) contractor advised that they were unable to complete works as they do not have
an appropriately sized dredging machine to complete works within the time frame.
2. Two (2) contractors confirmed suitable sized dredging machinery is available to complete
works within the time frame. Dredging machines available ranged from operating at
150m3/hr, which is the estimated minimum size to complete works, up to 180-220m3/hr.
3) One (1) contractor advised that they were unable to complete due to the availability of
their suitably sized machine as they have already committed to completing works within
the project timeframes. They did however request to be included in the ITQ.
