GENERAL COMMITTEE MEETING AGENDA 13 JUNE 2022
Attachment 1 Noosa Spit Dredging & Beach Nourishment Tender Consideration Plan
4.2 Meeting the Required (Permit) Timeframes
Council will:
(a) Evaluate the ITQ responses against key project success criteria including delivery
of the project within the permit window — by 30 September 2022,
(b) Manage the resulting contract under the terms and conditions and work with the
contractor to achieve the timeframe milestones and the environmental
requirements of the permit.
5. ALTERNATIVE WAYS OF ACHIEVING THE OBJECTIVES
5.1 Alternative ways of achieving the Objectives
(a) Council could conduct a public request for tender for the engagement of a suitable
contractor to undertake the works pursuant to section 228 of the Regulation.
(b) Council could consider amending its existing dredging contract to incorporate
these works.
5.2 Why the alternative ways were not adopted:
(a) A public tender must allow written responses to be received for a minimum period
of 21 days. If the resulting tender evaluation and recommendation were to move
through the July Meeting cycle, the earliest award date for a contract would be 29
July 2022.
This would further reduce the window for works to be completed within, limit the
machinery capable of completing the works, and further limit the number of
available contractors.
The other option to expedite the award of the contract as a result of public tender,
in accordance with Council's Assessment of Procurement Contracts >$200,000
<$1M, would also mean that the contract wouldn't be awarded until early-mid July
2022.
It is anticipated that expediting the award of a contract for these services will
provide Council a better opportunity of completing the works within the timeframes
and subsequently a better Value for Money outcome.
(b) Council’s existing dredging contract is a result of a public tender awarded by
council in March 2022, whereby only a single tender was received. Vhilst the
contract does allow for variations over its term, due to the scale and value of this
particular project the agreed preference is to seek competitive quotations from
identified contractors under this Tender Consideration Plan, in accordance with
Section 230 of the Local Government Regulation 2012.
