15 June 2016 Our Ref: 16BRT0184Tlett160615 Your Ref: Attention: Terence Boyce Peregian Beach Business Association PO Box 296 Peregian Beach QLD 4573 Dear Terence, RE: Peregian Beach Village Parking Study 1. Introduction TTM have been engaged by the Pereigan Beach Business Association to review existing parking demands in the Peregian Beach Village local area and determine the parking impact of a Development Application from Noosa Shire Council (NSC) and the Rufous Street Master Plan. Council’s application reference for the Development Application is MCU16/0044 and was submitted on the 3rd May 2016. 2. Parking Survey a. Parking Survey Times TTM undertook a parking demand survey between 9am and 5pm on Thursday 5th and 11am to 5pm on Sunday 8th May 2016. The Thursday survey was chosen to determine parking demands during a weekday. The Sunday was chosen for the following reasons: Peregian Originals is a free community monthly event and operated on this day; Peregian Beach is a popular holiday destination; and Peregian Beach is also a popular location for locals. The parking demands during the chosen Sunday are considered to be similar to other weekends, with the local and external demands. b. Parking Survey Areas The parking areas included in the survey are as follows with maps provided in Attachment 1: TTM Consulting Pty Ltd P 07 3327 9500 PO Box 1310 ttmgroup.com.au ABN 65 010 868 621 E [email protected] Coorparoo BC QLD 4151

Area 1: 4hr parking immediately northeast of Peregian Beach Village.
Area 2: 4hr parking immediately southeast of Peregian Beach Village.
Area 3: On-street parking surrounding Peregian Beach Village including the parking area adjacent to
David Low Way. Parking in Area 3 is separated based on use (i.e. PWD) and time limited parking (i.e.
15 minute and 2hr).
Area 4: Parking in the vicinity of Rufous Street. This is separated into:
o Sub Area A: Formal public parking adjacent to the existing Community House
o Sub Area B: Signed parking within the grassed verge on the eastern side of Rufous Street with
informal parking on the western side noted. The grass verged signed for parking is
approximately 75m long. Allowing a 3m width per vehicle, this results in an estimated capacity
of 25 cars; and
o Sub Area C and D: Formal parking areas at the termination of Rufous Street.
c. Parking Survey Results
The results of the parking survey are provided in Attachment 2. TTM have collated demand and supply for
formal parking areas including and excluding the signed grassed verge on Rufous Street. This summary
excludes illegal parking and on-street parking on Kingfisher Drive and is provided in Table 1.

Table 1 shows the peak parking demands on the Thursday occurred at 11am with a peak demand of 237 cars,
and a (formal) car park occupancy of 86.2%. The Thursday occupancy rate decreases to 80.7% once the grassed
verge on Rufous Street is factored in. At the time of peak occupancy, formal parking in Areas 1, 2 and 3 was
found to be 90%.
Table 1 also shows the peak parking demand on the Sunday occurred at 3pm with a peak demand of 273 cars,
and a (formal) car park occupancy 99.3%. This is the same occupancy rate found in Areas 1, 2 and 3 combined.
The Sunday occupancy rate decreases to 96.3% once the grassed verge on Rufous Street is factored in.
It is noted that these percentages are based on peak times which have been found on Thursday morning from
9am till midday and Sunday afternoon from 1-4pm. Outside these times there is ample spare capacity in formal
parking areas surrounding Peregian Beach Village.
d. Parking Situation
For any parking area with a range of uses, such as a shopping centre or Peregian Beach Village, with various
entry and exit movements, the peak operational parking occupancy is generally 90%. This allows 10% of spaces
to be vacant to allow drivers to find empty spaces and allow efficient use of the circulation aisles/roadways.
As such, formal parking in the immediate vicinity of Peregian Beach Village is currently at the operational
capacity during weekday peak periods, with parking on Rufous Street providing for overflow parking. Parking
demands ease in the afternoon providing ample spare capacity from 1pm during the survey.
The parking demands on a Sunday at 96-99% are significantly above the peak operational parking occupancy
and as such would have negative impacts on:
Customers of existing shops in Peregian Beach Village; and
Attendees of Peregian Originals.
These groups would be required to circulate prior to finding a parking space and may decide not to use facilities
in the Village area or not attend the community event. Outside of peak event times, there appears to be ample
spare parking capacity in formal parking areas.
3. Development Application MCU16/0044 and the Rufous Street Precinct Master Plan
a. Development Application MCU16/0044
The key aspects of the Development Application as taken from the Adamson Town Planning report dated April
2016 are:
Refurbishing and expansion of an existing building (Community Use) for a digital hub (office) and
constructing a new building for the digital hub with a total use area of 884m2 use area;
A 30m2 (use area) café (Entertainment and Dining) separate from the new building;
3
Page 4
Constructing a new community use building with a use area of 335m2;
Approximately 4,300m2 of public open space;
61 parking spaces for the digital hub including:
o 17 spaces available for use by the general public;
o The removal of 35 formal spaces from the existing community use;
23 parking spaces for the community use, with 5 of these additional to the required 17 spaces;
The Town Planning report for the development application identifies that Stage 1 comprises ‘a new office
building having a floor area of about 772m2 and includes the café. Stage 2 includes the refurbishment and
expansion of the existing community house for office use and construction of a new community house. Whilst
floor areas are provided for each office building are provided, the use areas are not. As such, TTM are not able
to undertake a detailed assessment of potential parking impacts of Stage 1 and 2 separately. The report also
identifies the open space and 61 space car park will be constructed in Stage 1.
b. Rufous Street Precinct Master Plan
The Town Planning report notes that the ‘remaining improvements shown on the Master Plan such as car
parking in Rufous Street…do not form part of the development application’.
The key aspects of the Rufous Street Master Plan outside the Development Application primarily relate to
formalising parking along Rufous Street. TTM have reviewed Attachment A (Rufous Street Precinct Master
Plan) in the town planning report in the context of the existing parking facilities in this location. The changes
in the Master Plan include:
Replacing signed parking along the Rufous Street verge (25 spaces) with 20 formal and 8 informal
parking spaces for a net gain of 3 spaces;
Replacing Area 4D (15 spaces) with a pocket park (6 spaces) for a 9 space net loss;
Replacing Area 4C (16 spaces) with verge parking for 50 spaces subject to DNR approval. This is noted
as Item 4 in the Rufous Street Precinct Master Plan and will create a net gain of 34 spaces.
Formalising parking along Rufous Street will therefore result in a net loss of 6 spaces without changes to Area
4C or a net gain of 28 spaces with this change.
4. Parking Impact of Development Application MCU16/0044 and the Rufous Street Precinct Master Plan
a. Parking Impact of Development Application MCU16/0044
The key parking impacts relating to the Development Application result from an increase in parking demand
for the office and café (46 spaces as required by Council’s planning scheme) and change to parking supply (net
gain of 47 spaces). Parking demand for the community house is already included in the parking survey. The
4
Page 5
new open space is predicted to generate some parking demand for recreational uses, however, this demand
is difficult to quantify and has not been included in this assessment. Consequent parking demands and
occupancy rates are shown in Table 2. It is noted that the parking demands from the office and café is expected
to reduce to 10 parking spaces on weekends. The base parking demands/supply include the grassed verge on
Rufous Street.

16:00 290 83.1%
17:00 218 62.5%
Max 299 85.7%
As shown in Table 2, the car park occupancy rate is expected to increase from 80.7% to 82.5% in the Thursday
peak. This is considered reasonable as the increase in parking supply is almost fully matched by the increase
in parking demands.
On the Sunday however, the occupancy rate decreases from 96.3% to 85.7%. This is due to the limited increase
in parking demands on a Sunday compared to the increase in parking supply.
b. Parking Impact of the Rufous Street Precinct Master Plan
TTM have reviewed the impact of the Rufous Street Precinct Master Plan with respect to changes to parking
supply in this plan. As the parking area in Item 4 of the Rufous Street Precinct Master Plan is subject to DNR
approval, TTM have estimated occupancy rates with and without this item. The estimated parking demands
are shown in Table 2, however parking demands from the unsigned grassed verge on Rufous Street included
5

in Area 4 in Attachment 1 are included as demands in this area are impacted by the works. The consequent
parking occupancy rates are shown in Table 3.

Table 3 shows that with the proposed application and redevelopment of Rufous Street, excluding Item 4, the
peak car park occupancy in the Thursday peak is estimated to increase from 80.7% to 84.3%. The parking peak
parking occupancy on Sunday is anticipated to decrease from 96.3% to 89.2%.
With Item 4 included, the peak car park occupancy rate is estimated to decrease from 80.7% to 76.7% on a
Thursday and from 96.3% to 81.2% on a Sunday.
5. Discussion
Parking areas in the immediate vicinity of Peregian Beach Village (Areas 1-3 from the parking survey) are
currently at operational capacity (90%) with peak parking demands on the Thursday. On a Sunday, all formal
areas included in the parking study are at capacity with 99% occupancy.
The impact of the Development Application on parking occupancy rates on a Thursday in the surveyed parking
areas will increase slightly from 80.7% to 82.5%. This is a nominal change, however will result in a change in
parking behaviour. The formal public parking area outside the community house is currently used as overflow
parking for Peregian Beach Village. The majority of new parking included in the development application is
likely to be used by the office and community use and as such will not be available as public parking. Therefore,
6
Page 7
the public parking supply will decrease from the current 35 spaces to the 17 spaces ‘extra spaces’ included in
the development application. This may result in increased parking demands immediately surrounding Peregian
Beach Village as this overflow parking supply is restricted.
If parking is restricted for the office and community uses, these parking areas may be underutilised in peak
periods.
On a Sunday the parking occupancy is estimated to reduce as the additional parking supply outweighs the
anticipated parking demands. However, this benefit is dependent upon parking allocated to the office use
being publically available.
If the Rufous Street Precinct Master Plan proceeds without Area 4, parking supply will reduce which will
increase parking occupancy, and further result in shifting parking demands to the immediate vicinity of
Peregian Beach Village which is already at operational capacity. With Area 4, parking occupancy will decrease
in both the Thursday and Sunday peak parking periods.
Whilst decreases in parking occupancy in formal parking areas on a Sunday have been estimated, this does
not take into account parking demands counted as illegal parking, or on-street parking on Kingfisher Drive. As
the formal parking supply increases, it is likely that parking demands will shift, particularly from Kingfisher
Drive, to formal parking areas.
6. Recommendations
From this analysis and TTM’s review of the parking demands, the following recommendations are provided:
Staff Parking
It is recommended that staff in Peregian Beach Village are encouraged to park in the vicinity of Rufous Street,
where parking is underutilised. It is noted that staff prefer not to parking far from their workplace, or in
informal parking areas, such as the grassed verge on Rufous Street, however this will increase available parking
in the immediate vicinity of Peregian Beach Village and improve access for customers.
PWD Parking
The PWD parking supply in the surveyed parking areas is 10 spaces. Including the signed grassed verge on
Rufous Street, the formal parking supply in the surveyed parking areas is 300 spaces. As such PWD bays
comprise 3.3% of all formal parking spaces in the immediate vicinity of Peregian Beach Village. This exceeds
the BCA requirement for any building use with the generally maximum requirement of 2% PWD parking for
retail uses.
The parking study identified that PWD parking is underutilised during the week with a peak demand of 4 spaces
or 40% of the available 10 PWD bays in the parking survey area. This demand increase to 7 spaces on a Sunday,
7
Page 8
with an occupancy rate of 70%. The demand for 7 PWD bays represents 2.3% of all formal parking areas in the
parking survey.
It is therefore recommended Council review PWD parking supply to ensure that it is not significantly greater
than PWD parking demand which may reduce the available parking supply for other users.
Construction of the Office Car Park
The car park adjacent to the existing community house is important for both the local community and this
adjacent use. Typically, a car park would be constructed in 3-4 months and it is not considered reasonable to
have this parking area unavailable whilst the office car park is being constructed. It is therefore recommended
that this car park is remains accessible until the new car park, or part of the new car park, is available. This
may require the office car park to be constructed in two stages, and accessed from Rufous Street as an interim
measure until access to David Low Way is reinstated.
Rufous Street Precinct Master Plan
Excluding Item 4 in the Master Plan, the works associated with parking will result in a net loss of 6 spaces.
Providing formal parking in lieu of informal parking is preferred, however should not negatively impact parking
occupancy which a net loss of spaces will do. It is therefore recommended that these works are reviewed to
ensure no change in parking supply as a worst case. In reviewing the Master Plan it is noted that the pocket
park with 6 spaces replaces a formal operational parking area with 15 spaces. From a perspective of parking
supply and availability it is recommended that this aspect of the Master Plan is not proceeded unless this
parking loss can be provided elsewhere.
Item 4 in the Master Plan is integral for the proposed works to improve parking supply. If approval for this
Item cannot be gained from DNR, it is recommended that Council only proceed with works along Rufous Street
up to and including the access to the new community use. Changes to parking areas 4C and 4D in the parking
survey should not be made unless absolutely necessary to limit the impact on existing car users.
Parking Design
The office car park design appears to be inefficient. It is anticipated that parking supply could be increased by
2-4 parking spaces with minor changes to the parking layout. It is therefore recommended that the parking
layout is revised.
Item 8 in the Rufous Street Precinct Master Plan is identified as overflow parking and it is anticipated this small
area could cater for up to 8 cars. Item 9 in the Master Plan includes ‘green’ parking spaces and it is
recommended that Item 8 be provided in the same manner.
8
Page 9
Parking Availability
Given the reduction in public parking availability due to the Development Application, it is recommended that
all new spaces in this proposal (for the office and community use) are publically available. This would remove
the impact of underutilised parking spaces associated with the proposal and would have a positive impact of
car park occupancy.
7. Summary
TTM have undertaken an assessment of existing parking demands in the vicinity of Peregian Beach Village.
Formal parking areas in the immediate vicinity of the Village are currently at operational capacity during a
Thursday peak period and are at practical capacity on a Sunday with a regular event.
The proposed Development Application by Council will have a negligible impact on parking availability on a
Thursday, however this impact will be negative if parking associated with the office and community use is not
provided as public parking. The Development Application has a positive impact on parking availability on a
Sunday. The Rufous Street Precinct Master Plan will have a minor negative impact on parking availability if
approval for new cul-de-sac parking cannot be gained from DNR.
TTM have made several recommendations including staff parking, PWD parking, parking management during
construction, parking design, parking availability and parking provision within the Rufous Street Precinct
Master Plan.
