Operational Works Application
Attached to the e-mail Operational Works Application OPW19/0046 - 1/100 Rene St, Noosaville.
Noosa Council Chief Executive Officer PO BOX 141 TEWANTIN QLD 4565 Dear Sir / Madam, RE: APPLICATION FOR OPERATIONAL WORK (ADVERTISING DEVICE) UPON LAND AT 1/100 RENE STREET, NOOSAVILLE We write with respect to the abovementioned land and provide for your assessment an application for Operational Works (Development Permit) for Advertising Device. 1. Site Details Site Address 1/100 Rene Street, Noosaville, QLD 4566 Lot / Real Property Description L1 SP230643 Site Area 1585m² Zone Shire Business Zone (Precinct E3) The site forms part of the approved Noosa Metro Innovation Park. Approval for the Noosa Metro Innovation Park was granted under approval 132007.1841.7 for Development Permit for Material Change of Use of Premises (Industrial business Types 1 & 2, Education Type 3). Council granted a Minor Change to the approval for the Noosa Metro Innovation Park on 23 February 2018 which included the approval of the plans over Lot 1 for a proposed new Actrol Warehouse. The construction of the new Actrol Warehouse has been recently completed. 2. Proposal Overview A Development Permit for Operational Works for Advertising Device is sought in relation to the Actrol Warehouse. The proposed signage includes a single ‘Actrol’ wall sign positioned on the northern (side) façade of the building and reflects a total area of 8.792sqm. While the sign exceeds 4sqm in area, the proposed sign is integrated into the built form and is proportionate to the size of the building with the sign reflecting 2.5% of the northern façade. Furthermore, the proposal seeks to consolidate the signage for the building into a single sign rather than providing multiple signs so as to minimise visual clutter. The single sign is maintained below the total overall signage allowance of 10sqm under the Advertising Devices Code. In this respect, the proposal remains consistent with the overall extent of signage permitted on the site. 3. Noosa Plan
In accordance with Table 11.12 - Categories of Development and Assessment for the Noosaville
Locality – Development other than Material Change of Use, Operational Works for Placing an
Advertising Device on premises requires Code Assessment against the Advertising Devices Code
if not complying with column 2 of Table 14.41 of the Advertising Devices Code. As such, the
proposed Advertising Device is subject to Code Assessment against the Advertising Devices Code.
An assessment against Advertising Devices Code is provided in Attachment 1. The proposal is
identified as generally meeting the relevant Acceptable Outcomes of the Advertising Devices
Code. However, a Performance Solution is sought with respect to the size of the wall sign which
is discussed in detail below.
Inconsistent Advertising Devices
Under Acceptable Solution S1.1, Advertising devices do not include signs with a signface area
exceeding the Acceptable Solutions of this Code or 4sqm, whichever is the lessor. The proposal
involves a sign with a sign face greater than 4sqm. Notwithstanding, the proposed sign is
considered appropriate in that achieves the desired outcomes as expressed through Overall
Outcomes (a) – (f). Specifically, the proposed ‘Actrol’ wall sign:
Complements and does not detract from the desirable characteristics of the natural and
built environment in which the sign is exhibited;
Is designed and integrated into the built form so as to minimise visual clutter;
Does not adversely impact on the amenity of visitors to Noosa; and
Does not pose a hazard for pedestrians, cyclists or drivers of motor vehicles.
With respect to the above, the following is highlighted:
The proposed sign is designed and integrated into the built form and is proportionate to
the size of the building façade with the sign reflecting 2.5% of the northern façade;
The proposed sign is less than the total overall signage allowance of 10sqm and seeks to
consolidate the signage for the premises through a single sign rather than multiple signs
thereby reducing visual clutter;
The proposed sign complements the built form environment which it is exhibited. The
site is located within an industrial business locality which comprises of other signage of a
similar or greater dimensions.
Signface Area
In accordance with Acceptable Solution S2.1, signage is to comply with the requirements
specified in Column 2 of Table 14-47 Specific requirements for types of advertising devices. The
proposed sign generally complies with the requirements Column 2 of Table 14-47 for wall sign.
However, the proposed ‘Actrol’ wall sign exceeds a signface area of 4sqm. Notwithstanding, the
proposal achieves Specific Outcome O2 as follows:
The proposed sign is compatible with the character of the industrial business locality in
which it is exhibited. The locality comprises predominately of large, industrial buildings
including examples of signage of similar or greater dimensions;

The proposed sign is compatible with the scale and proportion of the building with the
sign reflecting 2.5% of the northern façade;
The proposed sign is of scale, proportion and form that is appropriate to the streetscape
with the sign being integrated into the built form and proportionate to the size of the
building. The sign is also compatible with other development in the immediate locality
such as the directly adjacent Trade Link;
The sign has been carefully considered so that it is integrated into the built form and
proportionate to the size of the building with the size limited to 2.5% of the northern
façade. Furthermore, the proposal seeks to consolidate signage into a single sign rather
than having multiple signs so as to minimise visual clutter. The proposed sign is
maintained below the total overall signage allowance of 10sqm for the site;
The sign maintains and supports a high standard of architectural, urban and landscape
design for the site in manner that is compatible with the industrial business locality.
