2.0 Methodology
2.1 Desktop Assessment
Prior to undertaking the field survey, Green Tape Solutions undertook a desktop review of search results from
relevant databases pertaining to threatened flora species to identify species potentially present within or in
proximity of the site.
The desktop assessment was based on the site’s central coordinates (-26.2742; 152.9251) with a 2 km buffer.
The following databases and resources were reviewed:
• Environmental Protection and Biodiversity Conservation Act 1999 (EPBC Act) Protected Matters
Search Tool (PMST), Commonwealth Department of Agriculture, Water and the Environment (DAWE),
accessed 5th August 2020 (Appendix 2);
• Department of Environment and Sciences (DES) WildNet database (Wildlife Online) records,
accessed 5th August 2020 (Appendix 3);
• Department of Natural Resources, Mines and Energy (DNRME) Vegetation Management Report for
Lot 1 on RP189574, accessed 5th August 2020 (Appendix 4) which includes the following:
• Regulated vegetation management (RVM) map;
• Vegetation management supporting map (VM Act Regional Ecosystems) including Essential
Habitat map;
• Vegetation management pre-clear regional ecosystem map;
• Vegetation management watercourse and drainage features map;
• Protected plants flora survey trigger map (administered by the Department of Environment
and Science DES);
• DES Biomaps online mapping portal (DES, 2020);
• Atlas of Living Australia (ALA) species search, accessed 5th August 2020 (ALA, 2014);
• Aerial imagery (Queensland Globe / Google Earth Pro / ESRI and Noosa Shire Council).
2.2 Field Assessment
2.2.1 Flora Species Survey Methodology
Threatened flora species are described by DES (DES, 2020) as those species listed under the NCWR (Qld)
as Extinct in the wild, Endangered (E), Vulnerable (V), or Near Threatened (NT) (collectively referred to as
EVNT species), or listed under the EPBC Act (Cwlth) as Extinct in the Wild, Critically Endangered (CE),
Endangered, Vulnerable or Conservation dependent.
The threatened flora species survey was undertaken using the meander technique based on the methods
described by Cropper (1993) and Goff et al. (1982) in accordance with Section 6 of the DES Flora Survey
Guidelines – Protected Plants. To achieve the highest rate of success, the meander technique relies on a
comprehensive preliminary desktop assessment having been undertaken in order to identify threatened
species that are known to occur or may potentially occur within the site and site locality and to identify
appropriate habitats for EVNT species likely to occur in the area.
