SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 SEPTEMBER 2017
Noosa Council
Strategic Asset Management Plan
1. INTRODUCTION
Noosa Council is the custodian of a diverse and extensive range of community
assets which represents a major investment over many years. In order to fulfil its
obligations in delivering a variety of services to the community, Council must
ensure that the assets supporting these services are managed in a way that
guarantees optimum performance for the most sustainable "whole of life" cost.
Major assets for which the Noosa Council is responsible include:
¢ Roads & Bridges
¢ Buildings & Facilities
¢ Stormwater Drainage infrastructure
¢ Pathways and Boardwalks,
e Parks & Playgrounds
* Coastal, Canals and Waterways
° Car parks
¢ Plant and equipment
¢ Waste Management Facilities
The importance of these assets to the community and their significance to the
budget means that asset management must be a critical part of the Council's long
term planning and service delivery approach.
This Strategic Asset Management Plan recognises and supports the need to
manage assets effectively as part of Council’s service delivery. Ultimately,
Council’s service delivery areas will be responsible for managing assets that are
associated with their service areas, under the framework described in this Plan.
Consistent and optimised planning of the development, replacement and
maintenance of new assets will ensure not only that endorsed asset "levels of
service" are met by Council, but also that there is high level of confidence in the
capabilities and resources available to achieve them.
The primary objective of this Strategic Asset Management Plan is to outline how
the Council will meet its asset management objectives, as detailed in Council’s
Asset Management Policy and documented in the Corporate Plan. The framework
described in this document also provides the platform for development of future
Asset Management Plans, targeted to meeting these objectives.
