SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 SEPTEMBER 2017
Noosa Council
Strategic Asset Management Plan
2. ASSET MANAGEMENT AND LOCAL GOVERNMENTS
Under the Local Government Act 2009 (the Act) and the Local Government
Regulation 2012 Noosa Council has a wide range of responsibilities related to the
provision and management of infrastructure. The Act provides the legal framework
to assist Local Governments in providing an efficient and effective infrastructure
system.
The fact that Local Government customers are levied a fee for provision of
community services and that these services are often provided via infrastructure
assets, means that the asset management practices of Local Governments are also
of interest to economic regulators. Consistency and transparency of the planning
processes and management approach Local Governments take to infrastructure
assets is necessary to ensure that the investment decisions made are both prudent
and efficient.
The provision of infrastructure is considered one of the most important roles of
Local Governments, as they strive to provide a safe, liveable and functional
environment for their communities. A key consideration in this role, is the
assurance that important community infrastructure is managed in the most effective
and efficient manner and continues to meet the needs of the community, in both
the short and long-terms.
3. PURPOSE OF THE STRATEGIC ASSET MANAGEMENT PLAN
The purpose of the Strategic Asset Management Plan is to:
¢ Present a set of actions aimed at improving the asset management practices of
the "whole" organisation through:
- Improved stewardship and accountability for assets;
- Improved communication and relationships with asset stakeholders and
customers;
- Improved identification and management of risk;
- More effective utilisation of assets; and
- Improved financial effectiveness.
¢ Ensure that asset management practices are applied consistently across the
organisation and supported by an asset management roadmap to enable Council
to more effectively manage its assets now and into the future;
* Enable Council to more effectively plan and fund its asset investment
programs;
¢ Enable Council to competently deliver services to the community and other
asset stakeholders;
* Enable Council to maintain its assets to the desired and stakcholder-tested
"level of service"
* Bea “live” document that is reviewed and improved on a regular basis
Asset Management is a cyclic process, covering the full life of an asset. It seeks to
put in-place, a practical and financially responsible means of managing assets
