4. Capital Plannin
¢ Opportunities are maximised in the utilisation of asset management
systems through cost benefit analysis; and
e An integrated approach is applied to the acquisition, disposal and
renewal of assets that ensures transparency and evaluates asset life
cycle implications.
42 Strategic Asset Management Plan
Noosa Council’s Strategic Asset Management Plan (this document) articulates how
Council will execute Council’s Asset Management Policy to achieve its asset
management objectives. This Strategic Asset Management Plan documents
Council’s Asset Management development strategy and how it will be continually
improved.
43 Asset Management Plans
Noosa Council is developing Asset Management Plans (AMPs) for each facility or
class of asset within the Council asset portfolio. These Plans will become a key
resource for the transparent justification and management approval of asset
investments, going forward.
In general, the Asset Management Plans will:
° Describe the assets (physical, financial, condition state);
¢ Describe the objective/purpose of the assets (or each key component of it);
° Describe future demand requirements for service delivery;
° Define the service levels that apply to the asset;
° Define the intended time frame for replacement or renewal of the asset or
key asset components;
° Describe the opportunities and risks associated with assets;
° Document how asset service potential reduces with time (deterioration
profiles) and the factors that contribute to this reduction;
° Identify and track key asset performance measures;
° Present financial information related to asset status, development,
maintenance and operation;
° State all current assumptions and confidence levels;
° Document the continual improvement approach, linked to the opportunities
and risks identified; and
° Outline an improvement program for the asset class / facility to improve
confidence levels and manage risks.
AMPs are dynamic documents and therefore must be updated regularly to remain
current and be effective as a management tool. The Plans should reflect: changes
in Council objectives/policies; current stakeholder/customer expectations, the
implementation of new approaches/technologies; and improvements in AM
systems or data in general.
