SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 SEPTEMBER 2017
Noosa Council
Strategic Asset Management Plan
Noosa Council is developing its Strategic Asset Management Framework based on
the three essential asset management components, as follows:
¢ The Asset Management Policy
* The Strategic Asset Management Plan
¢ Asset Management Plans
These are described for the Noosa Council business environment in the following
sections:
4.1 Asset Management Policy
Council’s “Asset Management Policy" (adopted November 2016) provides
strategic direction for future asset management practices. This Policy recognises
that asset managementis at the centre of its overall long-term financial and strategic
planning processes. The Policy also states that effective asset management will be
achieved through:
1. Governance
e Support at the leadership level to promote the importance of asset
management throughout the organisation; and
e Clear accountability for asset condition and performance with a
whole-of-council approach to the continued improvement and
development of asset management activities.
2. Asset Plannin
e A focus on risk, demand, community benefit and whole-of-life costs
in the management of assets:
e The allocation of sufficient resources for the development and
ongoing review of asset strategies and plans; and
e The establishment of an asset management framework that provides
inputs directly into Council’s budget and financial forecasts.
3. Decision Making
e Effective asset management decision-making across the
organisation through a robust and endorsed asset management
governance framework.
e Decisions are evidenced-based and utilise appropriate asset
information to ensure consideration of the asset risks and life-cycle
benefits for the community:
e Council’s assets are managed in a systematic and sustainable
manner based on agreed levels of service; and
e Agreed minimum asset sustainability targets are met, in keeping
with Council’s Financial Sustainability Policy.
