Noosa Council
Strategic Asset Management Plan
and technical advice. The Institute of Public Works Engineering Australasia
(IPWEA) have taken a lead role in the development of asset management across
Australia and New Zealand over past 20 years and have produced a suite of
reference documents for Council to utilise. Noosa Council specifically utilises two
IPWEA documents on a day to day basis- the International Infrastructure
Management Manual (IIMM) and the Australian Infrastructure Financial
Management Manual (AIFMM) Glossary in the establishment of best practice
asset management across Council. In addition, the IPWEA has produced asset
specific practice notes and technical publications to assist in the decision making
processes for our asset and service managers.
International Infrastructure Management Manual (IIMM)
The IIMM is a detailed reference document that is similar to technical standards
and guideline documents: - this document provides a practical guide to developing
asset management practices within any organisation. The IIMM has detailed case
studies and provides asset specific examples to assist in getting asset management
practices started. Noosa Council has utilised this document in the development of
defining our condition rating system for assets, initial development of levels of
service for asset classes and general referencing tool for asset management related
issues that are yet to be determined or refined by Noosa Council. The IMM should
continue to be referenced and utilised to ensure there is no reassessment or
duplication of past asset management related issues that are clearly defined within
this document.

Glossary
The AIFMM Glossary document is the current reference document for terminology
and definitions in the absence of Noosa Council establishing its own Glossary of
terms and definitions. The AIFMM Glossary has been utilised in the past for
defining capital expenditure definitions for the capitals works program.
