SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 SEPTEMBER 2017

2.   Tender Assessment
The tender evaluation panel carried out an assessment of the five conforming tender
submissions from:
1)   Allen’s Asphalt Pty Ltd;
2)   Allroad Surfaces;
3)   Downer EDI Works Pty Ltd;
4) RPQ North Coast Pty Ltd Pty Ltd; and
5)   Tropic Asphalt Pty Ltd.

The five conforming tenders all tendered on the three portions of the contract.
The tenders were then evaluated using the following criteria:
   Capability and Resourcing
   Track Record
   Methodology
   Quality
   Safety
   Environment Sustainability
   Contribution to Local Economy
   Price

The evaluation methodology considered non-price elements (65% of the score) and a price
component (35% of the score).

3. Portion A – Asphalt Surfacing, Rehabilitation and Construction Programme

Portion A is the main component of Council’s road surfacing, rehabilitation and construction
programme. This portion is associated with asphalt surfacing. The majority of these projects are
high order roads that are severely cracked and require the existing surface to be removed and
then replaced at the same level.

Five conforming tenders were evaluated for Portion A of the contract; Allen’s Asphalt Pty Ltd,
Allroad Surfaces, Downer EDI Works Pty Ltd, RPQ North Coast Pty Ltd and Tropic Asphalt Pty
Ltd.

Allroad Surfaces demonstrated as the most advantageous tender to Council, with Allen’s Asphalt
Pty Ltd scoring the second highest during the evaluation process.

Following on from the 2016-17 resurfacing program which used high proportions of recycled
materials, contractors were asked to supply prices for using Recycled Asphalt Profiling’s (RAP) in
the asphalt. It was hoped that this would achieve better value for money and be a sustainable
outcome. While all five contractors offered this approach, pricings offered were higher than
anticipated; therefore the continued use of virgin asphalt mix is the most cost effective (refer
Finance & Risk).

Allroad Surfaces is recommended as the preferred contractor for Portion A.

4. Portion B – Mill and Fill Pavement Repairs

Portion B is associated with asphalt pavement repairs. The pavement repairs are a vital part of
preparation works prior to asphalt overlays and spray sealing as well as general maintenance of
the road surface. Pavement repairs ensure that the pavement is structurally sound prior to
resurfacing.
