RECOMMENDATION
That Council note the report by the Civil Operations Technical Officer to the Services and
Organisation Committee Meeting dated 12 September 2017 and:
A.                       Award tender 1718T021 Road Surfacing and Rehabilitation to the following contractors:
                         1.   Portion A – Asphalt Surfacing, Rehabilitation & Construction Programme: Allroad
                              Surfaces Pty Ltd
                         2.   Portion B – Mill and Fill Pavement Repairs: Allen’s Asphalt Pty Ltd, Allroad Surfaces,
                              Downer EDI Works Pty Ltd, RPQ North Coast Pty Ltd and Tropic Asphalt Pty Ltd.
                         3.   Portion C – Bitumen Sealing: RPQ North Coast Pty Ltd; and
B.                       Award the Contracts for an initial term of up to three (3) years, with an option to extend for
                         two (2) further periods of up to twelve (12) months each. The option to extend will be at
                         Council’s discretion and subject to the Contractor’s demonstrated ability to meet the
                         requirements under the Contract.

REPORT
Council has a core responsibility for the maintenance of the sealed road network across the
Noosa Shire area. Roads for resealing and rehabilitation are selected annually in order to
achieve or extend the working life of the asset. These selected roads are then inspected and
prioritised.
The aim is to ensure that all works will be completed with limited impact on residents and road
users. A comprehensive list of the roads included for treatment in the tender for 2018-20 can be
found in “Attachment 1.” The list of projects may change depending on Council’s capital works
program.

1.                       Tender Process
A request for quote under LocalBuy arrangement BUS 242-1013 Civil Construction and Road
Resurfacing was distributed to all Tier 1 and Tier 2 Department of Transport and Main Roads
prequalified contractors. The quote consisted of three separable portions as shown below:
1.                       Portion A – Asphalt Surfacing, Rehabilitation & Construction;
2.                       Portion B – Mill and Fill Pavement Repairs;
3.                       Portion C – Bitumen Sealing.
