EXECUTIVE SUMMARY
Noosa Council adopted the Asset Management Roadmap in September 2016 which highlighted
a number of organisational and governance initiatives in further improving asset management
across the organisation. A priority initiative of the asset management roadmap was to develop a
strategic asset management plan to define the organisations plan for implementing good asset
management practices across Council.

RECOMMENDATION
That Council note the report by the Asset Planning Manager to the Services & Organisation
Committee Meeting dated 12 September 2016 and adopt the Strategic Asset Management Plan
(as provided at Attachment 1 to the report) in continuing with the implementation of the Asset
Management Improvement Plan (roadmap).

REPORT
The purpose of this report is to present Council with a Strategic Asset Management Plan for
adoption. A Strategic Asset Management Plan (SAMP) is the overarching guiding document for
an organisation. The SAMP includes information that is specific to Noosa Council and how the
organisational governance is relevant to the asset management objectives.

The SAMP is the reference for organisational decisions that relate to the assets. Without the
SAMP there is little relevance or structure to the development of detailed Asset Management
Plans for specific asset classes. The majority of the initial tasks defined in the roadmap relate to
the development of the SAMP.

The SAMP states the approach to implementing the Noosa Council asset management policy’s
principles and objectives to establish and maintain good asset management practices. The
SAMP also pulls together all the organisational activities for assets, services, people and
provides relevance to Council’s asset management journey.
