Noosa Shire Council

                      Response to Information Request

To Whom It May Concern,

      Application Number: MCU22/0086
      Proposal: Dwelling House
Address: Lot 1, 411 Black Pinch Road Cootharaba QLD 4565
Lot and Plan: 1 SP 297286

Please see below response to the items requested by Council on 16 June 2022.

  RFI ITEM:
The location of the proposed driveway within the site is mapped within The Noosa Plan 2020 –
Landslide Hazard Overlay and the submitted plans do not include sufficient information on the
driveway. Council are concerned the earthworks required to construct the required driveway will
potentially result in site stability and sediment leaving the subject site into the local waterways.

  1. Provide additional detail on the access driveway. The detail must be prepared by a suitably
qualified person (RPEQ – Registered Professional Engineer of Queensland) and include, but not
     limited to:
      a) a design that gives consideration to the Landslide Hazard Overlay and the ongoing stability
         of the site;
      b) widths, levels and grades of the access driveway;
      c) a longitudinal section extending from the centre of the formation in Black Pinch Road to the
         carport pad; and
      d) sufficient detail to demonstrate that a vehicle (B99 as described in AS/NSS2890.1:2004) will
         not bottom out of scrape at any point throughout the driveway;
      e) an Erosion and Sediment Control Plan to be utilised during the construction phase and in
         the longer term.

Response:
Please refer to the attached Document – RPEQ Response to Information Request – for the engineer’s
response to the above items. Please also refer to the submitted Residential Driveway Design Plans
which are referenced throughout the response.

RFI ITEM:
Council have identified an approximate 2 metre height difference across the frontage at the
proposed driveway crossover location in the road reserve. Council are concerned how the
construction of the proposed driveway crossover will affect the existing slope stability conditions
and potentially create hazards within the road reserve.

2. Provide additional detail demonstrating how the construction of the proposed driveway
crossover will not create worsening slope stability conditions and avoid the potential creation of
   hazards within the road reserve.
Please note that Council are unlikely to support privately owned retaining structures within the
   road reserve.

Response:
Please refer to the attached Document – RPEQ Response to Information Request – for the engineer’s
response. Please also refer to the submitted Residential Driveway Design Plans (specifically CGC-
SR-2022-011-R02-Rev01) which is referenced.

3. Provide sufficient detail (sight lines, etc) the demonstrates that the crossover location complies
generally with Council’s standard drawing RS-056.

Response:
Please refer to the attached Document – RPEQ Response to Information Request – for the engineer’s
response to the above item.

RFI ITEM:
Black Pinch Road is a predominately unsealed road with landslide issues in some locations. Given
the topography of the subject site and access road, Council have concerns regarding the process of
moving and installing the proposed relocated residence and what effects this procedure may have
on the existing conditions on Black Pinch Road.

4. Provide a preliminary plan demonstrating the proposed path the house removal company will
take during delivery. The plan must indicate any potential hazards (overhead powerlines,
existing trees, road conditions etc) and remedies to avoid these hazards.

Response
A Transport Management plan has been prepared by Queensland House Removers which provides
a detailed outline of the proposed path the removal dwelling will take during transportation to 411
Black Pinch Road, Cootharaba.

  RFI ITEM:
A Traffic Management Plan has not been provided as part of the application.

  5. Provide a Traffic Management Plan demonstrating what measures are to be implemented to
ensure the safety of all road users during the movement of the relocated residence and the
construction of the proposed works. This plan must be prepared by a suitably qualified person.

  Response:
Please refer to the attached Transport Management Plan provided by Queensland House Removers.
Although the report has not been prepared by an RPEQ, the plan is a detailed management plan
that considers transport movement, utilities and transport infrastructure. The plan outlines that the
house will be split into two smaller sized pieces that are not likely to have any significant impact on
the traffic network during transport of the house to Black Pinch Road.

All the information requested by Council has now been supplied in accordance with the Planning Act
2016 and DA Rules – Part 3. It is now requested that Council continue to assess this application.

Please do not hesitate to contact to our office if you require any additional information.

Yours Sincerely,

Jane Duro
Town Planner
