Dear Nadine,

RE: 305 Lake Macdonald Drive, Lake Macdonald: Response to Information Request Traffic Items

1. Introduction

TTM have been engaged by D'Vineripe Pty Ltd to respond to traffic items in an Information Request from
Noosa Regional Council. The development application sought approval for intensification of agricultural
land uses. Council's Information Request is dated 25 June, 2014 with a reference of MCU14/0039.
2. Relocated Access

The applicant has gained approval from the adjacent landowner of 271 Lake Macdonald Drive (Lot 2 on
SP108094) to construct a new access through this site. The proposed access location is found to satisfy
traffic aspects of Overall Outcome 14.4.2, by providing an access location adjacent to existing heavy vehicle
accesses with large site distances.
3. Traffic Movements

TTM have been advised that a low number of vehicles will access the site on a regular basis. In a peak
scenario the following vehicles are expected:
 - 3 HRV's per week (not usually on same day)
 - 1 other truck per day with an HRV as the largest of these
 - 10 cars per day
As such the access is expected to see a maximum of 12 vehicles (24 movements) on a daily basis during
peak operations with the largest design vehicle as an HRV.
Car movements will typically be all entry at the start of the day (5:00-6:00am) and exit movements at the
end of the day (3:00pm to 5:00pm). As such there are expected to be minimal occasions where vehicles
travel along the internal driveway in opposite directions.

4. Access Design

The amended application provides an access with a minimum width of 8m which is separated from
adjacent accesses by a minimum of 20m. A plan of the proposed access location and driveway from Lake
Macdonald Road to the subject site is attached to this letter (15SCT0024-01 Revision C). The proposed
access width design is sufficient for an HRV to access the site with an SRV waiting to exit. This is considered
reasonable due to the very low movements along the access.
The access design is consistent with a Type B2 driveway crossover as noted in IPWEAQ Drawing RS-051.
Given the low vehicle volumes and very low potential for conflict, the B2 driveway designation is
considered suitable and a divided driveway is not warranted. Provision of a divided driveway is also
inconsistent with other driveways to 271 Lake Macdonald Drive. The access driveway is also generally
consistent with AS2890.2 as it caters for the turn paths of the largest design vehicles expected to use the
driveway at any given time as shown in the attached access plan.
The driveway is designed to accommodate a minimum 4m width or wider where required by the swept
path of an HRV. Passing bays for smaller vehicles are provided every 100m from the access into the subject
site.
Lake McDonald Drive at the proposed site access has a posted speed limit of 80kph. In the absence of
vehicle speed data, a design speed of 90kph (10kph higher than the posted speed limit) is required for sight
distance considerations. The driveway sight distances at the proposed location are greater than 270m and
exceed AS2890 and Austroads standards for this design speed (200m and 226m respectively).
5. Summary

The proposed access is considered to be generally in accordance with AS2890 series, Austroads standards
and Overall Outcome 14.4.2b)ii of Council's Agricultural Uses Code.
