of 20
proposal seeks to provide an alternative, more affordable dwellings that will increase the
choice for local residents.

It should also be noted that the site is in an ideal location for this form of residential
development given its proximity to the services, facilities and employment opportunities
within the Business Centre. The development is also consistent with the objective of the
South East Queensland Regional Plan which seeks to increase residential densities in
existing urban areas. The development would also help to support a more sustainable
public transport system for the local area, in accordance with the Council’s Sustainable
Transport Strategy.

In conclusion, it is considered that the arguments set out above provide sufficient planning
grounds to overcome the conflict with the Planning Scheme in accordance with section
326(1)(b) of the Sustainable Planning Act 2009

4.3.5 Overlays
Natural Hazard: Bushfire & Acid Sulfate Overlay Map, OM9.4 identifies that the site may
potentially be affected by Acid Sulfate Soils. Given that earthworks will be required below
5mAHD to create the basement, an appropriate acid sulfate soils management plan will
be prepared to manage any impacts that may occur should these soils be disturbed
during the construction process.
