2. Demonstrate how the provision of pedestrian and bicycle paths and external connections from the civic space and transit hub to existing and future development is to be achieved. Response The Technical Memorandum prepared by Cardno reviewed the existing pedestrian and cycling facilities within the vicinity of the Noosa Business Centre. The review confirmed that external connections to the Noosa Business Centre incorporate a mix of on-street cycle lanes and pedestrian paths. The pedestrian and cycle network plan is generally in line with the Noosa Business Centre Framework and Character Plan, with key pedestrian and cycling links maintained along the proposed extension of Hofmann Drive, connecting to Walter hay Drive. Proposed future applications for Lots 3 and 7 will ensure the continuation of the internal road at Lots 8 and 9 to the centre access road and the continuation of active travel links. Upon completion of the internal connection, the pedestrian and cycle network plan will provide on- street cycling lanes on all proposed roads to ensure connectivity and easier movement of cyclists. Future applications will also see the completion of the east-west green link shown through Lot 3 and the internal green link which connects north-south along the western boundary of Lot 3. 3. The failure of the Noosa Business Centre to capitalise on new development opportunities will inevitably result in the opportunity being taken up in other locations and potentially delaying or even forfeiting the future growth of the Noosa Business Centre. Consequently, it is not practical for the land to be cleared in stages. It is noteworthy that large areas of the site amounting to 12.63 ha have already been protected from development and dedicated as Conservation Park. The expectation is that some of the Noosa Business Park land once titled will be sold while
