2025 Annual Disaster MANAGEMENT REPORT · Report
SERVICES & ORGANISATION COMMITTEE MEETING 9 SEPTEMBER 2025
• 26 September 2025
• 28 November 2025
Meeting dates for 2026 are yet to be confirmed.
4. LDMG Sub-Groups
The new Community Disaster Management Plan template, already implemented in Pomona, is
currently being finalised in collaboration with the Kin Kin Community Sub-Group. The template will
also be extended to Noosa North Shore in the near future, where residents have requested support
to establish a local sub-group. Subject to available capacity, the template will be progressively rolled
out to other interested communities to strengthen local preparedness and resilience.
5. LDMG Activations
Between 1 August 2024 and 31 July 2025, the Noosa LDMG was activated once in response to TC
Alfred. A tropical low developed northeast of Cairns on 21 February 2025 and later intensified into
TC Alfred, reaching Category 4 strength as it tracked southward. The cyclone exhibited slow
movement and frequent changes in direction.
Based on Bureau of Meteorology forecasts indicating a potential impact on the South-East
Queensland coast, the Noosa LDMG escalated to Stand Up status on Monday, 3 March 2025 to
coordinate the response to TC Alfred. On the same day, the Noosa Council Local Disaster
Coordination Centre (LDCC) commenced operations from the newly established LDCC facility at the
Noosaville Depot, remaining active for six days.
TC Alfred eventually crossed the coast north of Moreton Bay as an ex-tropical cyclone on 8 March.
While the Noosa region experienced minimal direct impact, significant infrastructure damage
occurred later between 27 and 30 March due to rainfall from the Western Queensland Trough
system.
Noosa Council was subsequently activated under the Queensland Reconstruction Authority-led
programs for Counter Disaster Operations and Reconstruction of Essential Public Assets in
response to both events.
