Ecological and Bushfire Assessment Report
Lot 71 on MCH 2854, Castaways Beach
4 Proposed Plan of Development
The proposed plan of development involves subdivision of the Site is presented in Appendix D and would
create a total of six (6) residential lots, ranging in extent from 946m2 to 3,336 m2. All lots would be accessed
from a single shared entry/exit point on David Low Way. All of the lots would be serviced by reticulated water
and sewerage infrastructure, and underground electricity and telecommunications.
Approximately 38% of the Site would be the subject of Environmental Covenants, established under the
provisions of the Land Title Act 1994, that requires:
> the retention and protection of native flora and fauna habitat;
> the rehabilitation of any areas subject to temporary disturbance during the construction phase of
development; and
> the ongoing management of non-native plant species.
The Environmental Covenants would be established:
> once all civil engineering works and initial rehabilitation works have been completed; and
> prior to registration of the lots.
Physical disturbance to native vegetation and fauna habitat within the Covenant Areas would only be permitted
for the following purposes:
> maintenance of infrastructure and services, after which any disturbed areas will require rehabilitation; and
> environmental management purposes such as weed control using techniques that minimise any adverse
impact to native vegetation.
The proposed Covenant Area encompasses:
> a 10m wide band of land extending along the David Low Way frontage of the Site; and
> all land located within 50m of Burgess Creek in the north of the Site.
The locations of the Covenant Areas is illustrated in Appendix D.
The physical construction of the proposed development will involve:
> a program of demolition works to remove existing residential and ancillary structures from the Site;
> a program of selective vegetation clearance and earthworks to create the Site access and to ensure
individual lots can be serviced and drained in a controlled manner;
> the establishment of services to individual lots; and
> the removal of existing infestations of weeds from the entire Site and the rehabilitation of the Covenant
Area using native species associated with RE12.2.14 and RE12.2.5.
It is noted that existing native vegetation located within the designed building envelopes on each of the lots
will be retained during the initial civil works program where it is practicable to do so. This measure is proposed
to provide future property owners with an opportunity to incorporate the retained vegetation into their building
and landscape designs. In this respect all civil works would be carried out in accordance with AS4970-2009
Protection of trees on development sites.
