Appendix F_Bushfire Hazard Assessment
Attached to the e-mail MCU15/0109 Geotech and Bushfire Hazard reports - Links Drive Noosa Heads.
- 11 -
In accordance with Table A3.4 of the SPP 1/03, the site is subject to a Medium
severity of bushfire hazard.
6.2 Asset Protection Zone
The Asset Protection Zone (APZ) or setback/safety buffer is land adjacent to the
hazardous vegetation that provides a firebreak to the development.
In accordance with the Noosa Plan Part 13 - Overlays, Table 13.9 Bushfire Hazard
Area, Section 13.34 Siting, design and construction; Probable Solution S7.1 states
that a setback distance from hazardous vegetation of 1.5 times the predominant
mature canopy tree height or 10m, whichever is the greater, is required.
The predominant mature canopy tree height for the vegetation adjoining the eastern
and southern boundaries is approximately 15m. Therefore a separation distance of
22.5m would be required between the habitable structures and the hazardous
vegetation, in accordance with the Code’s Probable Solution.
We understand a separation distance of 15m is proposed for the development which
comprises private access road, landscaping areas and pedestrian footpath. In
accordance with the Australian Standard AS3959-2009 Construction of buildings in
bushfire-prone areas, Table 2.4.5 (FDI 40), a separation distance of 15m would
require the elevations of buildings bordering the Environmental Park (eastern
boundary) and National Park (southern boundary) to be constructed to a level to meet
BAL-29. Required construction levels should be confirmed with a Building Certifier
prior to construction.
6.2.1 Bushfire Attack Discussion
The proposed 15m setback distances for the proposed development should
provide adequate protection from potential fire attack. As stated in the
Australian Standard AS3959-2009 – Construction of buildings in bushfire-
prone areas, there is no guarantee that the building will survive every bushfire
event due to extreme weather conditions and the unpredictable behaviour and
nature of fire.
The proposed 15m setback is considered appropriate for this site based on
the following:
Construction of buildings will be in accordance with BAL-29 to
minimise potential impact from bushfire;
The proposed layout provides for a direct access route for evacuation
of the site to Resort Drive;
It is understood that the applicant is required to install eight (8) fire
hydrants as part of the development of this site and Precinct F (the
adjoining Lot 7). A bond of $189,000.00 is being held by Council for
this purpose; and
Resort Drive will facilitate safe evacuation from the site if required, as
this road is bordered by the golf course to the west and leads away
from hazardous vegetation.
We consider bushfire prevention measures recommended in Section 7.0 of
this report to provide a level of protection to protect life and property on the
subject site.
