7.0 RECOMMENDATIONS
We recommend the proposal be approved, in accordance with the proposed 15m separation
distance. In addition we provide the following recommendations for the proposal:
The 15m separation distance (Asset Protection Zones) described in Section 6.2 of
this report to be provided between structures and adjoining vegetation.
Asset Protection Zones are to be maintained to reduce fuel loads and prevent
regrowth of woody vegetation. In this manner adequate access for firefighting
purposes can be achieved.
Provision of fire hydrants on internal roads for access by firefighting services.
Landscaping is not to include plantings of eucalypt and other flammable species.
Plantings should generally involve local providence species with low fire risk. A
mowed grass buffer/setback between buildings and areas of vegetation is also
recommended.
Garden mulch applied in landscaped areas is to incorporate non-flammable material
such as pebbles or stone. Flammable mulch such as pine mulch or forest mulch is
not to be used, particularly within 5m of any structure.
8.0 CONCLUSIONS
Duke Environmental was commissioned by Altum Constructions to undertake this Bushfire
Hazard Assessment and Management Plan. The site is located at Resort Drive, Noosa Heads
and is described as Lot 6 SP178340.
The proposal consists of an application for a residential development comprising a total of 44
units with associated roads and infrastructure. The site was observed with topography
analogous with Rolling Hills (>10% to 20%).
The maximum fuel load observed on the subject site was 12t/ha due to the presence of leaf
litter. This was predominately located on the eastern ridge of the site.
Generally, based on the hazard scores we calculate the position of the development to
represent a medium risk for bushfire attack, due to the site topography in this location and the
neighbouring National Park.
The predominant mature canopy tree height for the mapped hazardous vegetation
surrounding the proposed development is approximately 15m. The proposed building
envelopes allow a 15m buffer to this vegetation. The development on site should include the
removal of all hazardous vegetation and surface fuels on the site.
Based on the above assessment it is considered that the proposal be approved subject to the
recommendations in Section 7.0 of this report.
9.0 LIMITATIONS OF THIS STUDY
