PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 25 FEBRUARY 2014
PREVIOUS COUNCIL CONSIDERATION
Nil.
REPORT
1. Process for amending a planning scheme
The figure below is a simplified outline of the process for making a planning scheme amendment
- in this instance it would be referred to as a ‘major amendment’. While timeframes can vary
considerably, based on the suite of amendments proposed, the process may take 6-12 months.
2. Noosa Plan Improvements
A. Updating Strategic Framework/Desired Environmental Outcomes
Part 1 Division 2 of the Noosa Plan includes high level policy statements that express the
strategic framework and community vision for Noosa Shire. As was the norm with IPA-based
planning schemes this division of the scheme does not have a role in development assessment.
Statements could not, for instance, be relied upon to exclude urban development outside of our
towns and villages.
The Desired Environmental Outcomes in Part 3 provide important high level policy direction to
guide decision making around land use, development and the development assessment process.
Since the replacement of the IPA the move has been back to a local planning scheme including a
Strategic Framework (or Strategic Plan) again, which does have a statutory role in development
assessment.
Council could consider preparation of a strategic framework or strategic plan as a first step
towards a new scheme. This would state our position on various things including longer term
urban and rural residential growth.
