PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 25 FEBRUARY 2014
B. Responding to Community feedback
Sunshine Coast Council (SCC) has prepared a new planning scheme and the Noosa component
has been removed as a result of de-amalgamation so the balance can proceed. During the
course of consultation on the draft SCC planning scheme over 400 submissions directly relevant
to Noosa were received. This feedback from the community is valuable in understanding
community expectation and desires around future planning and should be reviewed and
responded to, as appropriate, during the Noosa Plan review.
While submissions covered a wide range of issues the most frequently repeated issues were:
1. Complaints about helicopters and the request to have Noosa North Shore landing strip
removed from the Strategic Framework Map.
2. Individual objection to the proposed zone of a property and request to have it changed,
generally to a “higher” zoning (for example rural to rural residential, rural residential to urban
residential, multi-residential to a mixed use or commercial zone etc).
3. Objections to the application of the “Limited Development” zone and its implications for
property owners.
4. Submissions requesting a change to the relevant scheme provisions to allow Viridian
Outrigger resort to be occupied by permanent residents as well as short term visitors.
5. Submissions objecting to the application of overlays over their property and questioning the
accuracy of these overlays. Of particular concern were koala habitat mapping, riparian
mapping and flood mapping (particularly in Kin Kin).
6. Requests for the ability to subdivide rural land or rural residential land.
7. Objection to the Kin Kin Quarry and the extent of the Key Resource designation over the
sites.
8. Concern over the ongoing operation of the extractive operations at Ringtail Creek.
9. Submissions relating to density and built form (particularly height). There was some support
for a move away from density calculations focussed on people per hectare to dwellings per
hectare.
10. Submissions concerning dwelling houses and the detached house code as well as
objections to “party houses” within residential neighbourhoods.
11. Comments regarding broader environmental concerns and issues around sustainability,
including protection of the natural environment, coastal management, climate change etc.
12. Comments requesting business facilitation and increased flexibility around changes of use.
These included comments in support of small businesses as well as large scale retail
commitments.
Submissions were received during the period of October – December 2012. As well as an initial
acknowledgement submitters should have received a letter mid 2013 from Sunshine Coast
Council informing them that because the decision to de-amalgamate, Council was not proceeding
with the Noosa component of the draft scheme.
It would be appropriate, following consideration of this report, to advise submitters of what action
Noosa Council intends to take in terms of a planning scheme review and advise them that their
submissions are retained for consideration through the planning scheme review process.
