PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 25 FEBRUARY 2014
e Advise Council regarding the management of its strategic risks.
Other key responsibilities of the Committee, through the respective audit functions, are to
assist Council to discharge the responsibilities of ‘due care and diligence’ in relation to:
e The delivery of the organisation's outputs efficiently, effectively and economically and so
as to obtain optimal value for money;
e Optimising the organisation's performance in terms of quality, quantity, timeliness, cost
and where appropriate, location;
e Reporting organisational financial and operational information to the users of its reports in
a relevant, reliable and timely manner;
e Ensuring the integrity and consistency of the organisation's corporate culture relative to
ethical conduct and probity, including in relation to its tendering, contracting and other
procurement processes; and
e Initiate special investigations as it sees fit, or as directed by Council, in relation to
matters set out in this Charter.
In the discharge of the foregoing responsibilities the Committee must provide prompt and
constructive advice to Council, particularly where issues are identified that could present a
material risk or threat to the Council.
2. Relationship with Internal Audit
It is noted that due to its size, the Noosa Council does not have a dedicated resource to
perform the internal audit function.
Therefore, in terms of this, the Audit Committee may from time-to-time seek independent
reports for specific matters.
3. Relationship with Council Executive Management Groups
The Audit Committee will liaise closely with other Council executive management groups
and ensure, to the extent practicable that there is no material overlap between the internal
and extemal audit functions. The Committee will ensure that there is a frank and meaningful
exchange of information between the groups where this is necessary or desirable.
4. Relationship with Line Management
The role of the Audit Committee with respect to line management will focus on whether the
actions proposed to address audit concerns are satisfactory and cost-effective and will
enhance the effectiveness and efficiency with which Council delivers its outputs and
contributes to whole of Council priorities.
5. Relationship with External Audit
The Audit Committee has no power of direction over extemal audit or the manner in which
the extemal audit is planned or undertaken but will act as a forum for the
consideration of external audit findings and will ensure they are balanced with the views of
management. The Committee will consult with extemal audit on that function's proposed
audit strategy and audit fees for each year and ensure that an integrated audit process
occurs, to the extent practicable. The Committee will review letters and reports provided by an
external auditor.
