NOOSA PLAN 2020 PROPOSED AMENDMENT NO. 2 - POST PUBLIC NOTIFICATION FOR FINAL STATE GOVERNMENT MINISTERIAL APPROVAL · Report
Plans and drawings: the text below has words only, no drawings.
SPECIAL MEETING 12 DECEMBER 2024 9. Community Facilities zone The advertised amendments proposed to allow for affordable housing outcomes in the Community Facilities zone by allowing relocatable home parks and allowing affordable rental premises, (dual occupancy and multiple dwellings) as code assessment. A site in Pomona was also proposed for inclusion in the Community Facilities zone. Submissions Most submissions objected to the affordable housing outcomes at Council's site at 62 Lake Macdonald Drive, Cooroy. Submitters feared socio-economic impacts of higher density housing and some submitters didn't want land handed over to developers for housing, citing a shortage in community infrastructure. Other submissions supported the proposed amendments. A submission was made requesting 10 Sidoni Street Tewantin (former police station) be included in the Doonella Street Precinct and 3 Grady Street, Kin Kin in the Local Centre zone. Response The use of Community Facilities zoned land for affordable housing was a key outcome of Noosa Housing Strategy, with many community organisations, including faith based, having access to funding to deliver affordable rental premises. The delivery of affordable housing is more likely to be delivered by community based organisations on Community Facilities zoned land, rather than the private sector. With regard to the scale of development, it is considered reasonable that small developments up to 10 dwellings, being mostly smaller faith-based sites, continue to be code assessment as proposed by the amendments. However, larger developments of 11 or more dwellings should be impact assessable to allow for public notification and community input to the development assessment process. 10 Sidoni Street Tewantin, formerly servicing police purposes, was sold by the State after the preparation of the proposed amendments. It is understood the new owners have no intention of using the site for emergency services and the annotation should be removed. The former church site at 3 Grady Street, Kin Kin may or may not have a future as a community use but the use of a dwelling is currently inconsistent. The site is large enough for a house at the rear of the former church building or the existing building could be converted to a house. Despite the likely outcome being residential on these sites, a zone change is not supported at this time as it is significant and requires further public notification. However changes to the annotation at 10 Sidoni Street, Tewantin and a change to the table of assessment relating to 3 Grady Street, Kin Kin are warranted. Recommendations It is recommended that a change be made to the proposed amendments in response to submissions to: • make development up to 10 dwellings code assessable and 11 or more dwellings to be impact assessable; • remove the annotation “5 – Emergency Services” from land in the Community Facilities zone at 10 Sidoni Street and 87 Poinciana Avenue Tewantin; and • amend the table of assessment to make the uses of dwelling unit and dwelling house specifically consistent uses subject to code assessment on 3 Grady Street, Kin Kin (Lot 206 K6575). 10. Environmental Management and Conservation zone and setbacks The advertised amendments proposed to include voluntary conservation agreement properties in
