NOOSA PLAN 2020 PROPOSED AMENDMENT NO. 2 - POST PUBLIC NOTIFICATION FOR FINAL STATE GOVERNMENT MINISTERIAL APPROVAL · Report
Plans and drawings: the text below has words only, no drawings.
SPECIAL MEETING 12 DECEMBER 2024
• amend amplified music provisions to apply to inside and outside the venue unless
acoustically treated to the appropriate levels; and
• include requirements for acoustic treatment for new dwellings in High Density Residential
zones where immediately adjoining the Major Centre Zone.
2. Noosa Business Centre
The advertised amendment proposed to:
• provide guidance and detailed planning including levels of assessment in accordance with
the Minster’s conditions of approval of Noosa Plan 2020;
• acknowledge Maroochydore Principal Centre in the Centres Hierarchy;
• set clearer expectations for the future development of the Noosa Business Centre so that it
functions as an integrated village and employment centre with the Innovation Zone;
• align precincts, transit hub and main street to reflect approved subdivision layout and include
a 10m landscape buffer along the extension to Hofmann Drive;
• replace the High Density Residential Precinct with the High Density Residential Zone.
Submissions
The landowner requested changes to the proposed amendments including:
• removing Maroochydore Principal Centre from Centres Hierarchy and removing retail GFA
caps;
• acknowledging additional retail GFA in the Retail Precinct provisions and increasing retail
GFA by 1000sqm for full line supermarket in Village Mixed Use precinct and allowing for
remaining 700sqm of retail showroom on Lot 2, as Lot 22 now has the health hub
development;
• reducing levels of assessment for Business Park and Village Mixed Use precincts;
• reducing landscape buffer on Hofmann Drive to 4m as per current Noosa Plan 2020 and
allowing for some carparking to the front of buildings;
• amending the annotation for Transit hub site to clearly articulate for transit uses only and
allowing for residential development in the Retail precinct.
Issues raised by other submissions included suggestions to increase building height and provide
more housing, whilst others were concerned about the 12 m height limit impact on the landscape and
were against removal of vegetation for housing. Other submissions called for childcare services and
some did not support the position of the transit hub at Noosa Business centre.
Response
• Maroochydore as the Principal Centre is consistent with the SEQ Regional Plan and long
held strategic centres hierarchy and therefore its reference and the retail gross floor area
(GFA) caps should remain.
• Notwithstanding this, an increase to the GFA for a supermarket in the Village Mixed Use
precinct to 3,500sqm is reasonable provided it is included in the overall 7,500sqm cap. A
change to the provisions in the Retail Precinct is also required to acknowledge the remaining
6,200sqm GFA is within the 24,500sqm cap. It is reasonable for the remaining 700sqm of
showroom GFA to be allocated to Lot 2 as Lot 22 has been developed for the health hub.
• Affordable housing provisions in the proposed High Density Residential zone include bonus
provisions for affordable rental premises. This does not affect the current building height of
12m unless the bonus provisions are taken up, where an additional 2m in height will be
allowed.
